EU companies unlocking Foreign Direct Investment into Ukraine: the Ukraine Investment Framework in action

This session will highlight new instruments available under the EU’s Ukraine Investment Framework, including:● programmes announced at the Ukraine Recovery Conference in Rome;● large-scale energy investments;and the planned European Flagship Fund for the Reconstruction of Ukraine.
Panelists will discuss the role of EU companies in rebuilding Ukraine and showcase top investment projects from the EU’s Call for expressions of interest for EU-based companies to invest in Ukraine, launched at the first edition of this conference in 2024.

Unlocking investment in strategic industries, enabling Ukraine’s resilience

This session will examine how the Ukraine Investment Framework can finance technologies and industries, fostering defence and resolve both in Ukraine and the rest of Europe.

Panelists will explore how to encourage European companies entering the Ukrainian market to engage with dual-use and other strategic sectors.

The discussion will highlight the European Union’s capacity to de-risk loan financing, unlock private equity investment, and provide blended finance grants for areas such as drone manufacturing, advanced communications, and high-precision metallurgy.

The panel will explore concrete investment opportunities that are vital to strengthening Ukraine’s innovative potential and Europe’s collective security.

Investments in municipal infrastructure for sustainability and prosperity

Ukraine’s recovery and modernisation on the way into the EU require massive investments into municipal infrastructure, enabled by smart planning, EU financial support and institutional reforms.
Panelists will discuss how to build back better, deliver reliable public services to residents and increase energy efficiency, including in district heating, water and wastewater management.
This will unlock business opportunities for suppliers and investors in construction and energy and boost local economic growth thanks to modern, resilient infrastructure.

The role of private and public funding to enhance transport and logistics infrastructure between EU and western Ukraine

The development and modernisation of transport and logistics infrastructure for connectivity between the EU and western Ukraine will be a key to Ukraine’s further integration into the Single Market.
This panel will consider future transport trends, the role of Lviv to connect EU and Ukrainian rail networks, and the development of multimodal hubs to bundle traffic and ensure smooth shipment.
Speakers will detail available EU support, identify key challenges and opportunities for private investments, and explore synergies.
