● Distance to Kyiv – 442 km; total length of community roads – 290 km; over 590 intercity bus routes.● The railway station handles 65.2 thousand tons of cargo and 17 thousand passengers per day.● The airport accommodates aircraft with a maximum takeoff weight of 61 tons.● Ternopil is located at the intersection of European highways E50 and E85 and is a key point in the international “Go Highway” project.● Over 30 pairs of trains pass through the city daily; the “Ternopil-Tovarny” railway station handles 65.2 thousand tons of cargo per day.● The community territory is mainly within the Seret River basin.● Natural and recreational zones occupy about 30% of the area, including 16 sites totaling 1,618.3 ha.● The city’s central water body, Ternopil Pond, is an important center for leisure and recreation.

Local Initiative “Being an Entrepreneur is Easy”

Partners / Participants / Donors: Ternopil City Council (project “Support for Rapid Economic Recovery of Ukrainian Municipalities”), local entrepreneurs, civil society organizations, local councils, German government (project ReACT4UA), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), United Nations Development Programme (UNDP) in Ukraine.
Project Goal: To create a modern and innovative infrastructure to support community businesses.
Achievements:

  • ● Opened the innovative space “Open Space Ternopil” (1,187 m²) featuring a conference hall, a coworking area with 25 workstations, a showroom for presenting local entrepreneurs’ products, and two creative studios for projects in art and design.
  • ● Established a platform for interactive collaboration between businesses, the community, and local authorities.
 

Reconstruction of Ternopil’s Outdoor Lighting System “Mercury-Free Light”

Partners / Participants / Donors: Municipal Enterprise for Outdoor Lighting Networks “TernopilmiskSvitlo,” Ternopil City Council, Nordic Environment Finance Corporation (NEFCO).
Goal: To modernize the city’s outdoor lighting system by replacing mercury lamps with modern energy-efficient LED fixtures, reducing electricity consumption, and improving the city’s environmental situation.
Achievements:
● Reconstruction works carried out on 71 streets in the city.● Replaced 1,740 mercury lamps with modern LED fixtures● Installed 51 new lighting poles and replaced 49.5 km of cables.● Installed lighting control cabinets.

CNAP – Mobile Case

Partners / Participants / Donors: Ternopil City Territorial Community, village elders’ districts, Ternopil City Council, European Union, U-LEAD with Europe Program.
Goal: To provide administrative services directly to less mobile and other residents at their location through the mobile automated complex “Mobile Case” and remote CNAP workstations.
Achievements:● Implemented a mobile CNAP workstation in Ternopil with the “Mobile Case” complex, offering 37 types of services.● Established remote CNAP workstations in community villages (Kurivtsi, Ivankivtsi, Chernykhiv, Kobzarivka, Horodyshche) so residents can access services without traveling to the city.

Deep Thermal Modernization of Educational Buildings

Partners / Participants / Donors: Community educational institutions, Ternopil City Council, Ministry for Communities and Territories Development of Ukraine, European Investment Bank (EIB) under the Ukraine Municipal Infrastructure Development Program.
Goal: To ensure energy efficiency and comfort in educational institutions through comprehensive thermal modernization of buildings, reducing energy consumption, and improving the quality of the educational environment.
Achievements:● Completed thermal modernization of Kindergarten No. 32: building insulation, installation of energy-efficient windows and doors, reconstruction of heating and ventilation systems, installation of LED lighting, and facade insulation.● Thermal modernization planned for 19 more educational institutions.

Modernization of Medical Equipment for the Municipal Enterprise “Ternopil City Medical and Diagnostic Center”

Partners / Participants / Donors: Municipal Enterprise “Ternopil City Medical and Diagnostic Center,” Ternopil City Council, Embassy of Japan (KUSANONE Grant Program).
Goal: To improve medical care and disease diagnostics by creating a unified diagnostic center and modernizing equipment.
Achievements:The center was equipped with modern medical equipment, including a digital X-ray mammography system.

Installation of Individual Heat Points (IHPs) in Ternopil with EBRD Support

Partners / Participants / Donors: Municipal Enterprise “Ternopilmiskteplokomunenergo,” Ternopil City Council, European Bank for Reconstruction and Development (EBRD), E5P, Latvia, Lithuania, Estonia, Poland, USA, Sweden, Finland.
Goal: To modernize Ternopil’s heating system through individual heat points, alternative energy sources, and improved energy efficiency for over 217,000 residents.
Achievements:● Reconstructed heating networks in 5 sections.● Modernized 9 boiler houses.● Installed network pumps with frequency converters.● Planned 467 individual heat points (IHPs); as of January 1, 2025, 200 IHPs have been installed.

The Face of Business in the Community

 Partners / Participants / Donors: Representatives of small and medium-sized businesses, Ternopil City Council, NGO “West Ukraine Digital,” European Union and German government under EU4Business (implemented by GIZ).
Goal: To improve conditions for the development of small and medium-sized enterprises by fostering an innovative business culture, supporting exports, and promoting products to new markets.
Achievements:

  • ● Developed the community’s investment passport and a digital profile in the mobile application “eTernopil.”
  • ● Prepared an analytical report on export potential and a roadmap for entering new markets.
  • ● Launched an online portal for entrepreneurs to submit documents, receive consultations, and communicate with local authorities.
 

Mayors for Economic Growth – “Portfolio Approach”

Partners / Participants / Donors: Ternopil City Council, “Mayors for Economic Growth” initiative, civil society organizations, local businesses, active residents, international experts and mentors, European Union, UNDP in Ukraine.
Goal: To promote sustainable economic development and improve quality of life through support for ecological innovations, development of social infrastructure, conservation of natural resources, and community engagement.
Achievements:● Developed the Community Development Strategy 2027–2034 with a focus on green transformation.● Opened EcoHub for education and ecological initiatives.● Revitalized Sopilche Park with inclusive recreational areas and educational elements.● Implemented the Green Innovation Challenge acceleration program to support ecological startups, including electric bicycle rentals, biodegradable tableware, “EcoMap of Ternopil,” thermal panels for production facilities, and an urban farm.

Day Center for Social and Psychological Assistance with a Crisis Room and Mobile Teams in Ternopil

Partners / Participants / Donors: IOM, charitable foundations and NGOs: TMZK “Revival of the Nation,” “Halytska Hromada,” Red Cross Ternopil, NGO “Lyarsh – Ternopil,” Caritas Ternopil, Ternopil City Council, UNFPA, governments of the United Kingdom and Canada, CERF.
Goal: To create an accessible support system for victims of domestic and gender-based violence through psychological, social, legal assistance, and temporary shelter.
Achievements:● Opened a Day Center for Social and Psychological Assistance with a crisis room (temporary shelter up to 10 days) providing free consultations with psychologists and social workers, primary legal aid, and social support.● Launched mobile teams for crisis intervention, consultations, and educational outreach.

Initiative “Child- and Youth-Friendly Communities” to Support the Urgent Needs of Families with Children

 Partners / Participants / Donors: Children’s Services of Ternopil City Council, Level II Perinatal Center of Municipal Enterprise “Ternopil Municipal City Hospital No. 2,” Ternopil City Council, Association of Ukrainian Cities, UNICEF Ukraine.
Goal: To ensure access for families with children affected by armed conflicts or difficult life circumstances to social and medical services, as well as recreational activities.
Achievements:

  • ● Provided social services to families in difficult circumstances through mobile teams (vehicle purchased).
  • ● Delivered free medical assistance to internally displaced persons and community residents (equipment purchased for the Perinatal Center).
  • ● Supported recreational activities and specialized counseling for children by setting up a children’s corner in the Children’s Services office.

Installation of a Water Iron Removal Station

Partners / Participants / Donors: Municipal Enterprise “Ternopilvodokanal,” consortium of contractors (Ukrainian “Utem,” Austrian GIS Aqua), Ternopil City Council, World Bank (Urban Infrastructure Development Program-2).
Goal: To improve the quality of drinking water for Ternopil residents through the construction of an iron removal station, reconstruction of a pumping station, and implementation of modern disinfection technologies and an automated management system.
Achievements:● Built a water iron removal station (42,000 m³/day) with 7 groups of Culligan pressure filters.● Reconstructed the III lifting pumping station, updating pumps, pipelines, and SCADA system.● Installed a mixed oxidant production unit, a recirculation water reservoir, transformer substations, cable lines, and a laboratory-production building with a central laboratory.● Conducted commissioning and staff training.
