The project for the creation of the “Khmelnytskyi” industrial park provides for the development of modern infrastructure, attraction of investments, establishment of innovative enterprises, and creation of over 3,000 jobs, which will contribute to the long-term economic growth of the region

The project provides for the construction of modern wastewater treatment facilities for domestic sewage in the city of Khmelnytskyi. The new system will comply with modern technical, environmental, and energy standards, ensure reliable wastewater treatment, and improve energy efficiency

Construction of a combined heat and power plant (CHP) in Khmelnytskyi using alternative fuel (SRF/RDF) with a capacity of 2 MW of electricity and 8 MW of heat.Investments: €35.78 million; payback period: approximately 15.6 years.The project will reduce gas consumption, decrease the amount of solid waste, improve environmental conditions, and enhance the city’s energy independence

Trolleybus Procurement

Donor: European Bank for Reconstruction and Development (EBRD)

Objective:
To modernize the fleet of the Municipal Enterprise “Electrotrans” to enhance comfort, safety, and environmental friendliness of urban transport.

In 2024, Khmelnytskyi signed an agreement for the delivery of 42 new low-floor trolleybuses (34 standard and 8 with autonomous drive). The total project cost amounts to €16.55 million. The vehicles are fully low-floor, equipped with spaces for strollers, wheelchairs, and guide dogs, making public transport more accessible and inclusive.

Construction of Multi-Apartment Buildings for Internally Displaced Persons (IDPs)

Donor: Funded by the European Union and implemented under the management of NEFCO

Objective:
To create modern, affordable municipal housing for internally displaced persons in Khmelnytskyi.

Khmelnytskyi received an EU grant of €8.4 million for the construction of housing for IDPs. The project includes three energy-efficient buildings with one-, two-, and three-room apartments, totaling over 1,000 m². The project will provide safe and comfortable housing for displaced families. Construction work is currently ongoing.

Landfill Reclamation and Construction of Two New Waste Disposal Cells

Donor: EU Neighbourhood Investment Platform
Objective: The project aims to reclaim the landfill, minimize its environmental impact, and create a clean and safe living space for the community.
Khmelnytskyi is implementing a three-year landfill reclamation project valued at €12.5 million (€5.5 million EU grant, €7 million EBRD loan).The 9-hectare landfill, operational since 1956, contains approximately 5 million tons of waste.The project includes covering the landfill with a protective membrane, constructing two new sanitary cells, and the phased reclamation of old sections.

Waste Recycling Plant

The construction of a waste recycling plant in Khmelnytskyi is estimated at €23 million and is part of a waste management program totaling €36.5 million.
Financing: EBRD loan – €28.5 million, EU grant – €5 million, local co-financing.
Objective: To reduce landfill volumes, implement modern recycling technologies, and align the system with EU environmental standards.
A tender is currently underway to select a contractor for construction.

Sports Palace

The construction of the Sports Palace is funded by a state subsidy and the Khmelnytskyi City Council.
Objective: To create facilities for athlete training, competitions, mass sports development, and recreational activities for residents. The venue will also serve as a cultural platform for events and leisure.
Construction began in 2019, and by 2021, the project was 90% complete. However, work has been suspended due to the war.

Cogeneration Plants

 Partners / Participants / Donors: USAID, German Society for International Cooperation (GIZ), International Organization for Migration (IOM)
Objective: To reduce electricity costs and increase the energy efficiency of boiler plants through self-generated electricity, ensure autonomous operation during power outages, and utilize heat from generator engines for the city’s heating networks.
Khmelnytskyi is recognized as a leader in cogeneration implementation in Ukraine. Since 2003, when the first 500 kW unit was installed, the city’s network has expanded to 25 cogeneration units with a total electrical capacity of 13.11 MW and thermal capacity of 16.553 MW/h.
