New construction of a combined heat and power plant (CHP) operating on solid fuel (SRF, RDF) and other types of alternative fuel in Zhytomyr

The CHP will run on RDF/SRF fuel and wood chips supplied by the operating municipal solid waste plant in Zhytomyr. Purpose of the CHP: combined production of thermal energy (from 0 to 22 MW) and electric power (from 9.9 to 13.1 MW).

    Initiator, executor, and balance holder: Zhytomyrteplokomunenergo Municipal Enterprise of the Zhytomyr City Council.
    Project partners: Valmet (Finland) – a global leader in energy and industrial technologies. UTEM-Engineering LLC – developer of the feasibility study.
    Estimated budget: €64,000,000
    Possible sources of project financing: private investments (own and attracted capital), state budget, grants, mixed financing (a combination of private, public, debt funds, and grants under the guarantees of the Zhytomyr City Council)

Objectives of the Community’s Participation in the ReBuild Ukraine Project

The goal of Zhytomyr community’s participation in the REBUILD UKRAINE Construction & ENERGY exhibition is to attract investments, partners, and modern technologies for the implementation of strategic projects in the energy and infrastructure sectors, aimed at strengthening the city’s energy independence and post-war recovery.

Implementation of Strategic Projects

Energy-Efficient Modernization of Zhytomyr Preschool Educational Institution No. 15

Partners / Participants / Donors: GIZObjective: To provide Preschool No. 15 with hot water through heat pumps and renewable energy, improving user comfort and gaining experience in managing energy efficiency projects.Implemented Measures:● Constructed a new heating network and a modular building for the individual heating unit (IHU), heat pumps, and related equipment.● Installed 2 air-to-water heat pumps (24 kW) and 3 storage tanks (6,000 L).● Connected the preschool to centralized heat supply, replacing the outdated gas boiler.● Installed an individual heating unit with automated control for heating and hot water supply.● Reconstructed heating and hot water systems with pipeline balancing to improve quality.

EU Support to Housing for Internally Displaced People in Zhytomyr

Partners / Participants / Donors: European Commission, grant funds, city contributionObjective: To provide housing for internally displaced persons (IDPs) forced to leave their homes due to the Russian invasion of Ukraine.Implemented Measures:● Construction of a residential complex at 60 Chervonyi Lane.● EU Grant: €8,001,987.42● 4 apartment buildings, 116 apartments (28 one-bedroom, 88 two-bedroom), for 443 people. Total housing area: 6,600 m²; land plot: 1.4 ha.

Technical Upgrade of the Main Sewage Pumping Station and Construction of a New Intermediate Pumping Station

Partners / Participants / Donors: Under the patronage of ESOTECH, CMSR, Slovenia; Zhytomyrvodokanal received a grant of €2,844,694.00Objective: To ensure uninterrupted and high-quality wastewater disposal in Zhytomyr, supporting sanitary and epidemiological well-being, including the reconstruction of the main sewage pumping station (40,000 m³/day, in operation since 1978).Implemented Measures:● Installed 6 pumps (4 operational, 2 backup), 4 gate valves, and 4 rake screens with electric drives.● Installed 4 compactors for shredding and pressing waste.● Laid suction and discharge pipelines made of stainless steel.● Reconstructed TP328 (6 transformers of 630 kVA), installed 10 kV and 0.4 kV switchgear.● Implemented an automated SCADA pump control system.

Entrepreneurship Laboratory

Partners / Participants / Donors: SRER, UN (UNDP), GIZ, All-Ukrainian Association of Local Self-Government Bodies “Association of Ukrainian Cities,” Smart People Business SchoolObjective: To develop a sustainable business ecosystem in the Zhytomyr City Territorial Community by providing accessible production and office infrastructure for B2B and B2C entrepreneurs.Implemented Measures:● Opened a municipal space for small-scale material processing and 3D prototyping.● Established 4 laboratories: wood and polymers, metal machining, metal plasma processing, and 3D lab.● Entrepreneurs can order services, learn to operate equipment, or manufacture products independently.● A coworking space for entrepreneurs was created in the city center.

Construction of Modular Housing for Internally Displaced Persons (IDPs)

Partners / Participants / Donors: Zhytomyr Regional Military Administration, Zhytomyr City Council, Italian Red Cross
Objective:
To provide temporary housing for IDPs who lost their homes due to the Russian invasion.
Implemented Measures:
● With the support of the Italian Red Cross, a modular settlement was constructed in 2024.● Installed 56 houses of 45 m² each (two bedrooms, studio kitchen, bathroom).● Houses are fully furnished and equipped, designed for 4 people.● Currently, 155 internally displaced persons reside in the settlement.

International Technical Assistance Project “Energy Security Project”

Partners / Participants / Donors: USAID, Ministry of Energy of Ukraine, Zhytomyrteplokomunenergo Municipal Enterprise of Zhytomyr City CouncilObjective: To enhance Zhytomyr’s energy security and ensure stable operation of the enterprise during martial law and reconstruction.Implemented Measures:● Received international assistance totaling UAH 152.9 million.● Supplied pipes, fittings, pumping equipment, specialized machinery, and generators.● Installed 2 Jenbacher CHP units (0.6 MW and 1 MW).● Prepared design documentation for 4 Gentec CHP units (0.6 MW and 3×0.4 MW), with installation under the EIB program.Result: Strengthened energy security and ensured reliable heating and electricity supply for the community.

Energy Efficiency Project in Zhytomyr

Partners / Participants / Donors: SECO, Ministry for Communities and Territories Development of Ukraine, Zhytomyr City Council, Zhytomyrteplokomunenergo Municipal EnterpriseObjective: To improve energy efficiency in Zhytomyr, implement renewable energy, and develop institutional capacity to enhance community life.Investments: CHF 16.2 million (SECO grant – CHF 10.6 million, co-financing by the city/Zhytomyrteplokomunenergo – CHF 5.6 million)Implemented Measures:● Reconstructed 7 km of heating networks.● Installed 119 individual heating units (IHUs) in buildings.● Reconstructed a district boiler house and built a biofuel CHP plant (1.2 MW electric and 7.1 MW thermal capacity).Results:● Annual reduction of gas consumption by 5.8 million m³.● Annual electricity savings of 8,000 MWh.● Heat savings of 44,000 Gcal.● CO₂ emissions reduction by 11,600 tons.

Installation of Solar Power Plants at Zhytomyr Municipal Hospitals

Partners / Participants / Donors: GIZ, NGO “Eco Club,” SECO, SOLSOL s.r.o., social ecological movement “NESEHNUTÍ”Objective: To improve energy supply for Zhytomyr healthcare facilities, increase the share of renewable electricity in the community’s energy balance, and save municipal budget funds on energy costs.Implemented Measures:● Installed 4 solar power plants at two city hospitals with a total capacity of 126/173 kW (AC/DC).● Implemented an energy storage system with a total capacity of 30.7 kWh.
