Innovative Technology Park “Krystal” – Phase II

The project envisions creating a space that will bring together established businesses and start-ups, integrate educational institutions and the scientific community into the real economy, and provide institutional support from local authorities.

Ukraine towards Carbon Neutrality (U_CAN) — Ukraine on the Path to Carbon Neutrality

Partners / Participants / Donors:Funding: EU Horizon Europe Programme, Grant No. 101148374.Coordinator: Dresden University of Technology (TU Dresden).
Objective:Socio-spatial and nature-based ecological restoration of the Tyazhyliv River and its adjacent areas.
Work Completed:In 2024–2026, urban planning, sociological, and comprehensive studies of the river’s condition were conducted, and a development concept for the river and its waterfront area was developed.

Promoting Adaptation and Inclusion for a Resilient FUTURE

Funding: EU Horizon Europe Programme, Grant No. 101214343.
Coordinator: ICLEI.

Objective:
To develop a financing-ready project to address heat stress in the city.

Main Goal:
To develop and test inclusive adaptation measures addressing local vulnerabilities, with a focus on equitable resilience.

Work Completed:
During the first nine months of the project, an online heat stress map identified 10 priority locations in Vinnytsia. In summer 2026, the map was relaunched to analyze changes, and a resident survey was planned.

Expert Fund for Municipal Partnerships Worldwide

Partners / Participants / Donors:
German Agency for International Cooperation (GIZ).

Objective:
To update Vinnytsia’s strategic documents and implement an integrated approach to urban planning, including recommendations for the development of the city administration.

Work Completed:
A vision, mission, and strategic development priorities for the community were formulated. Strategic sessions with stakeholders were conducted, and the foundation was laid for defining strategic and operational objectives.

EU4Reconstruction (STREAM 2)

Partners / Participants / Donors:Ministry of Foreign Affairs of Denmark (MFA), GIZ (Germany), Expertise France, CPVA (Lithuania).
Objective:To implement modern approaches to strategic planning and public investment management.
Work Completed:Strategic materials were analyzed, analytical briefs were prepared, and priorities were identified. Stakeholder interviews and an online survey were conducted to identify key challenges, project ideas, and flagship initiatives.

JGURA: Integrated Urban Recovery in Ukraine

Partners / Participants / Donors:
German Agency for International Cooperation (GIZ), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), with co-financing from the Swiss State Secretariat for Economic Affairs (SECO).

Objective:
JGURA supports green and integrated recovery of Ukrainian cities in line with European approaches. In Vinnytsia, the project focuses on developing the Development Concept for the Koriatovychi District and restoring the Skelna River Valley.

Work Completed:
The project idea was selected, a risk matrix and operational plan were developed, and two workshops were held with an international expert and specialists from Vinnytsia City Council.

DALIA: Danube Lighthouse, implemented under the EU Mission “Restore our Ocean and Waters”

Partners / Participants / Donors:
Funded by the Horizon Europe Programme under Grant Agreement No. 101094070.

Objective:
To prevent pollution of the Vyshnia River by filtering water from Small Rivers 30 and 32 using nature-based solutions.

Work Completed:
An exchange of experience with a partner city was conducted, along with hydrological and geological studies and topographic surveys of the sites. A solution for project implementation is currently being developed.

Water Resources Development of the Vinnytsia Community

Partners / Participants / Donors:
SECO, PPF City of Zurich

Objective:
To develop a Water Strategy for the Vinnytsia City Territorial Community (VCTC) and prepare a feasibility study for the municipal water utility.

Work Completed:
Cooperation has been established, cooperation agreements have been signed, and the selection of researchers and the launch of preparatory work are currently underway.

Innovative and Technological Park “Crystal”

This is the first municipal innovative and technological park in Ukraine, designed to foster the development of high-tech and creative industries in Vinnytsia and the Podillia region.

Partners / Participants / Donors:
Vinnytsia City Council. Partners in the first phase of the project included the German government-owned company GIZ and the United Nations Development Programme (UNDP) in Ukraine.

Objective:
To engage the public, young people, businesses, veterans, and their families in starting businesses, launching startups, and scaling innovative ideas. An important focus is cooperation with educational institutions within the Innovative and Technological Park “Crystal”, creating synergies between science and business.

Improving the Quality and Efficiency of Urban Public Transport

Partners / Participants / Donors:
German Federal Ministry for Economic Cooperation and Development (BMZ), Engagement Global gGmbH (EG), City of Karlsruhe (Germany), City of Vinnytsia (Ukraine), Department of Transport and Urban Mobility of Vinnytsia City Council, Municipal Enterprise “Spatial Development Agency”, Municipal Enterprise “Vinnytsia Transport Company”, Municipal Enterprise “Vinnytsia Specialized Road Traffic Management Installation and Maintenance Unit”.

Objective:
To improve the efficiency of public transport in central Vinnytsia by prioritizing public transport, ensuring safe traffic management, and implementing sustainable urban mobility approaches.

Work Completed:
The transport situation was analyzed, and a mobility concept for central Vinnytsia was developed, along with proposals for transforming Soborna Street. Pilot traffic changes are planned for autumn 2026, while the introduction of tram priority, a modern dispatching center, and specialized software is planned by the end of the year.

Major Renovation of the Municipal Non-Profit Enterprise “Vinnytsia City Clinical Hospital No. 3”

Partners / Participants / Donors:
Funds from the budget of the Vinnytsia City Territorial Community (VCTC) and the institution’s own funds.

Objective:
To create safe and accessible conditions, improve the building’s energy efficiency, and reduce operating costs.

Work Completed:
Demolition and finishing works have been completed; thermal and vapor insulation, roofing and drainage systems, water supply and heating systems have been installed. Boilers, a fire alarm system, and lightning protection have also been installed.

Major Renovation of the Maternity Hospital Premises

Partners / Participants / Donors:
Funds from the budget of the Vinnytsia City Territorial Community (VCTC) and the institution’s own funds.

Objective:
To create a modern 28-bed mother-and-newborn rooming-in ward with safe, comfortable, and barrier-free conditions, providing high-quality obstetric and neonatal care.

Work Completed:
The premises were redesigned and internally refurbished. Heating, water supply, ventilation, power supply, and lighting systems were upgraded. Fire suppression, video surveillance, access control, emergency call, and oxygen supply systems were installed. The ward was equipped with furniture and medical equipment.

Major Renovation of the Shelter at the Primary Healthcare Center

Partners / Participants / Donors:
Funds from the budget of the Vinnytsia City Territorial Community (VCTC) and the institution’s own funds.

Objective:
To create a safe 219.25 m² shelter providing simultaneous accommodation for 177 staff members and patients.

Work Completed:
Demolition and construction works, waterproofing, and interior finishing have been completed. Metal doors were installed, ventilation was provided, and the water supply and heating systems were upgraded.

Reconstruction of Part of the Roof of the Municipal Non-Profit Enterprise “Vinnytsia City Clinical Emergency Hospital” with the Installation of a Solar Power Plant

Partners / Participants / Donors:
Funds from the budget of the Vinnytsia City Territorial Community (VCTC).

Objective:
To reduce electricity consumption from conventional energy sources by installing a 160.48 kW solar power plant.

Work Completed:
272 solar panels, each with a capacity of 590 W, have been installed.

Major Road Reconstruction

Partners / Participants / Donors:
Funding from the state budget.

Objective:
To create infrastructure that supports the comfortable development of businesses.

Work Completed:
Major reconstruction of a key access road to the Vinnytsia Industrial Valley is being implemented through co-financing from the state budget. In 2025, the first phase, covering 1.2 km, was completed, including the road, a cycle path, sidewalk, street lighting, bus stops, stormwater drainage, and landscaping. The second phase, covering 1.8 km, is currently underway.

Construction of a Radiation Protection Shelter at Preschool Educational Institution No. 60

Partners / Participants / Donors:
Initiator — Department of Education; Implementer — Department of Capital Construction; Funding source — municipal budget.

Objective:
To create safe conditions for children and staff and ensure the continuity of the educational process during wartime and other emergency threats.

Work Completed:
The shelter was constructed and equipped, including protective structures and an emergency exit. Electricity supply, ventilation, lighting, and communication systems were installed, and functional and sanitary areas were arranged. The facility has been commissioned.

Construction of Radiation Protection Shelters at Preschool Educational Institutions No. 28, No. 20, and No. 29

Objective:
To create safe conditions for the prompt sheltering of children and staff of preschool educational institutions during wartime and other emergency threats.

To renovate the civil protection shelter and create safe conditions for sheltering the population during wartime and other emergency threats.

Work Completed:
The shelter was renovated, and its electricity supply, lighting, and ventilation systems were upgraded. A sanitary area, emergency exit, and airtight doors were installed. The facility has been commissioned.

Reconstruction of Non-Residential Premises with the Installation of a Basic Shelter

Partners / Participants / Donors:
Initiator — Department of Municipal Property; Implementer — Department of Capital Construction; Funding source — municipal budget.

Objective:
To create a modern, safe, and barrier-free veterans’ space providing comprehensive support to veterans and their families.

Work Completed:
The premises and entrance areas were reconstructed, accessibility was ensured, and engineering networks were upgraded. A shelter equipped with ventilation and an elevator was arranged. The facility has been commissioned.

Construction of Autonomous Outdoor Lighting Systems with Solar Power Plants (SPPs)

Client: Municipal Unitary Enterprise “Misksvitlo”

Partners / Participants / Donors:
Government of France; French companies Groupe RAGNI and Novea Energies; budget of the Vinnytsia City Territorial Community.

Objective:
To provide outdoor lighting through the installation of 185 energy-independent street lights equipped with solar power plants.

Work Completed:
Construction of an autonomous solar-powered street lighting system has commenced on six streets in Vinnytsia. The project provides for the installation of 185 lighting poles; to date, 71 poles and 68 solar-powered lighting fixtures have been installed.

Reconstruction of the District Heating System in Residential Districts

Partners / Participants / Donors:
Department of Municipal Economy of Vinnytsia City Council; Department of Housing Economy of Vinnytsia City Council; Municipal Enterprise “Vinnytsiamiskteploenerho” of Vinnytsia City Council; Nordic Environment Finance Corporation (NEFCO) (SUDH); budget of the Vinnytsia City Territorial Community.

Objective:
To ensure high-quality district heating and hot water supply services.

Work Completed:
Modernization of the district heating system is underway, with a total project cost of €7.5 million. A total of 42 out of 95 individual heating substations (IHS) have been installed, more than 1.7 km of heating networks have been reconstructed, and 4 km of water supply networks have been modernized.

Reconstruction of the Wastewater Treatment Facilities

Client: Department of Municipal Economy of Vinnytsia City Council; Municipal Enterprise “Vinnytsiamiskteploenerho” of Vinnytsia City Council.

Partners / Participants / Donors:
Impact Fund Denmark; Nordic Environment Finance Corporation (NEFCO); budget of the Vinnytsia City Territorial Community; Municipal Enterprise “Vinnytsiaoblvodokanal”.

Objective:
To modernize the wastewater treatment facilities, produce biogas and generate energy for own needs, and reduce energy consumption and CO₂ emissions in line with EU standards.

Work Completed:
Feasibility study documentation was developed using approximately €1 million in grant funding, and preliminary agreements on financing were reached with international partners. The €80.8 million project envisages the reconstruction of the wastewater treatment facilities, construction of a biogas complex, installation of heat pumps, and a solar power plant.

Major Renovation of Water Supply Networks

Client: Department of Municipal Economy of Vinnytsia City Council.
Partners / Participants / Donors:Budget of the Vinnytsia City Territorial Community.
Objective:To ensure high-quality centralized water supply through the major renovation of the water supply network along Soborna Street.
Work Completed:Replacement of the more than 100-year-old emergency water supply networks is underway, along with the installation of manholes, shut-off valves, and fire hydrants. To date, 30% of the works have been completed.

Construction of Sewerage Networks in the Private Sector

Client: Department of Municipal Economy of Vinnytsia City Council.

Partners / Participants / Donors:
Budget of the Vinnytsia City Territorial Community; Regional Environmental Protection Fund of Vinnytsia Region.

Objective:
To provide high-quality sewerage services through the development of a wastewater collection and disposal system.

Work Completed:
A total of 6.1 km of sewerage networks and three wastewater pumping stations equipped with automation and backup power systems have been constructed. The project will provide centralized wastewater disposal services to approximately 550 households, serving more than 2,000 residents.
