Crystal Innovation and Technology Park

This is Ukraine's first municipal innovation and technology park, designed to develop high-tech and creative industries in Vinnytsia and the Podillia region.
Partners/Participants/Donors: Vinnytsia City Council. Partners in the first phase of the project: German government agency GIZ and UNDP in Ukraine.
Objective: to engage the public, young people, businesses, veterans and their families in creating businesses, implementing start-ups and scaling up ideas. An important area of focus is cooperation with educational institutions within the framework of the Crystal Innovation and Technology Park, which will ensure synergy between science and business.

Major renovation of the building of the Vinnytsia City Primary Health Care Centre No. 4

The project is being implemented by the World Bank and the Ministry of Health of Ukraine as part of the Health Enhancement and Life Preservation (HEAL Ukraine) programme, which is financed by the World Bank.

Reconstruction of the complex of buildings of the Municipal Non-Profit Enterprise ‘VMKL ’Mother and Child Centre" with energy-saving measures and the installation of anti-radiation shelters

What has been done: project and cost estimate documentation has been prepared with a positive expert opinion (cost – UAH 372.3 million, customer – Lviv City Council Capital Construction Department) and data has been entered into the Unified Digital Reconstruction Management System to search for potential donors, including international ones.

International Technical Assistance Programme ‘E-Governance for Accountability and Community Participation’ (EGAP)

Vinnytsia City Council is a beneficiary of the Ukrainian-Swiss international technical assistance programme EGAP, funded by Switzerland.
The beneficiary is the Ministry of Digital Transformation of Ukraine, and the implementer is the International Organisation ‘Eastern Europe Foundation’.

The programme aims to increase the efficiency, transparency and accountability of government through the introduction of digital technologies, the development of e-democracy and services, the involvement of citizens in decision-making and the strengthening of the institutional capacity of local self-government.

What has been done:

equipment and software products, a video screen, an updated official web portal of the city council, a server, and a solar power plant have been delivered.

Energy efficiency project

Partners/Participants/Donors: SECO, Department of Municipal Economy of Vinnytsia City Council, Vinnytsiamiskteploenergo Municipal Enterprise

Objective:
to ensure high-quality centralised heat and hot water supply.

The project was implemented in three stages:

Shymka – Bilokonya (2012–2016): reconstruction of a gas boiler house (18 MW), construction of a solid fuel boiler house (5.3 MW), 9.2 km of networks, 100 heat distribution points.

S. Zulinsky district (2015–2019): reconstruction of a gas boiler house (13.5 MW), construction of a solid fuel boiler house (3.3 MW), 9.3 km of networks, 68 heat distribution units.

Mr. Vyshenka (2018–2019): 141 individual heating points for hot water supply were installed.

Reconstruction of the microdistrict's heating system

Partners/Participants/Donors: NEFCO, Vinnytsiamiskteploenergo Municipal Enterprise

Objective:
to ensure high-quality centralised heat and hot water supply.
Coverage:
11 residential buildings and a hospital.

Measures:
11 weather-compensated heat distribution units installed, new central heating plant for the hospital commissioned, 1.5 km of heating networks replaced to reduce heat loss, inefficient boiler house decommissioned.

Results:
annual savings of 4,730 MWh of heat, 500,000 m³ of gas, 80 MWh of electricity and a reduction in CO₂ emissions by 950 tonnes.

Construction of block-modular cogeneration stations and power supply systems for heat supply facilities

Partners/Participants/Donors: Vinnytsia City Council, Vinnytsia City Council Utility Company Vinnytsia-Miskteploenergo, USAID, MOM.

Objective:
Construction of five block-modular cogeneration stations (CMS) with a total capacity of 5.3 MW at Vinnytsia-Miskteploenergo facilities to improve the stability and continuity of centralised heat supply in Vinnytsia.

What has been done (work is ongoing):
an electricity supply system (9 km of cable line) has been built for several facilities;

the construction of a CHP plant (1.5 MW of thermal and 1.5 MW of electrical capacity) at 13 600-richchia Street has been completed.

Technical and economic justification for the reconstruction of sewage treatment facilities with heat recovery for the centralised heating system in Vinnytsia

TEE for the reconstruction of sewage treatment facilities with heat recovery for centralised heat supply.

The flagship pilot project of the Ministry of Development of Communities and Territories of Ukraine, ‘Movement Without Barriers,’ aims to create barrier-free routes in populated areas.

Partners/participants/donors: Ministry of Development of Communities and Territories of Ukraine, First Lady of Ukraine Olena ZelenskaThe executive partner of the initiative is the public organisation ‘Barrier-Free’.Project goal: to create adapted routes in the community, taking into account the needs of people with disabilities, parents with children, the elderly, veterans and other groups with limited mobility.What has been done:● An inclusive lift with a wider opening, a panel at an accessible height, two entrances and an exit to the ground floor has been installed.● Two public transport stops have been renovated with Kassel-type kerbs and tactile navigation.● Accessibility features are being installed in the Transparent Office, the city emergency hospital, and Primary Health Care Centre No. 2.● Renovation of the pedestrian network (12 km) has begun, with adaptations for people with reduced mobility.Planned:● Inclusive playground● Renovation of premises in 8 apartment buildings with barrier-free access to entrances and lifts.

Renovation of the building (thermal modernisation) of the municipal institution ‘Palace of Children and Youth of the Vinnytsia City Council’

FRVR: from the rock to the Vyshnia river

Organiser: Hungarian Water Management Directorate (OVF).
Partners: University of Novi Sad, Faculty of Agriculture (Serbia, Begečka Jama Nature Park).

EU mission Restore our Ocean and Waters.
Objective: to study the practices of the Begečka Jama demonstration project for application in Vinnytsia to prevent pollution of the Vyshnia River, a tributary of the Southern Bug.
Approach:
filtration of water coming from small rivers No. 30 and No. 32.
Status:
grant application selected, agreement expected to be signed.
