Modernization and construction of wastewater treatment facilities for high-quality wastewater purification

Construction of a new wastewater treatment line with a capacity of 50,000 m³/day and reconstruction of existing facilities to reach a total capacity of 100,000 m³/day. This is critical infrastructure for environmental safety, transboundary protection of the Uzh River, and the city’s development.

ESTIMATED BUDGET: €20,000,000

    Project initiator: Uzhhorod City Council.
    Initiator and balance holder: Municipal Enterprise “Production Department of Water Supply and Sewerage Management of Uzhhorod.”
    Project partners: European Bank for Reconstruction and Development (EBRD), HYDROPHIL GmbH Consultants, Expert and Methodological Group on International Financial Organizations, International donors in the field of ecology and critical infrastructure.

PRIORITIES of international cooperation

Wastewater treatment facilities and reduction of discharges into the Uzh River

The EBRD is financing the feasibility study for the modernization of Uzhhorod’s wastewater and treatment systems (implemented by Hydrophil).
The goal is to prepare an investment program for Bank financing.
Priority — outdated treatment facilities in the Danube River basin, particularly in Uzhhorod.

Separation of stormwater and domestic sewage systems and flood resilience

Issue: part of the stormwater flows untreated into the Uzh River; the stormwater pumping station has not been implemented, and the 1970s networks are silted and inefficient.
Actions: pilot projects on stormwater retention and “green zones” within the WeCaRe initiative.

European-gauge railway (1435 mm) Chop–Uzhhorod and international mobility hub

Status: In 2025, the launch of passenger service was announced following the completion of the track to Uzhhorod.
Significance: integration into the European network and a tourism and logistics boost for the city.

Energy efficiency and renewable energy in municipal buildings (primarily healthcare)

Ongoing: SMART ENERGY project (Interreg HUSKROUA) — solar installations for the Municipal Enterprise “Uzhhorod City Multidisciplinary Clinical Hospital” and energy audits of municipal institutions.

Uzhhorod Industrial Park: engineering preparation and “clean water” for production facilities

Facts: the park is registered, 10.19 ha, greenfield; the site is currently vacant — requires network connection/upgrading (water supply, wastewater, electricity), access roads, and local treatment solutions for residents.

Municipal Solid Waste (MSW) Management System

Issue: Uzhhorod’s MSW landfill is reaching capacity and poses an environmental threat.
Priority: establish a system for sorting, recycling, and minimizing waste disposal.
International dimension: seeking partners and grants for a waste-sorting facility and the development of a circular economy.

    City of Uzhhorod

● The city is located in the far west of Ukraine, on the border with Slovakia and 20 km from the Hungarian border.● Distance to capitals: Kyiv – 810 km, Budapest – 330 km, Bratislava – 370 km, Vienna – 500 km, Prague – 650 km.● Roads: M-06 (Kyiv–Chop) — part of European corridors E50 and E573.● Railway: in 2025, the construction of the European-gauge railway (1435 mm) to Uzhhorod will be completed — the first direct connection with EU countries. Passenger flow – over 500,000 people/year.● Air transport: Uzhhorod Airport, 3 km from the city center, with a capacity of up to 300,000 passengers/year.● Water resources: Uzh River (12 km within the city, width up to 100 m) — potential for recreation and small-scale hydroelectric power.● Infrastructure: Nearby (5–20 km) — European industrial zones (Košice, Miskolc). Chop hosts the largest railway marshalling yard in Ukraine.

    Establishing connections with international companies, municipalities, and financial institutions for partnerships and long-term cooperation.

    Engaging partners to participate in international grant programs and EU projects (Interreg, Horizon Europe, LIFE, USAID, GIZ) to fund initiatives and implement modern technologies.

  • Adoption of Best Practices

    Studying the successful experience of other Ukrainian and European communities to implement it within the Uzhhorod community.

Implementation of Strategic Projects

SMART ENERGY

Partners/Participants/Donors: Interreg VI-A NEXT HUSKROUA; Satu Mare (RO), Uzhhorod (UA), Újfehértó (HU).
Goal: Increase energy efficiency in medical and municipal institutions; implement renewable energy (solar systems, energy monitoring).
Budget: ~€1.7 million, of which ~€550,000 is allocated to Uzhhorod.
Achievements/Planned Activities: Solar power plants on the roof of the Uzhhorod Multidisciplinary Hospital; energy audits and energy monitoring systems in 10 municipal institutions; similar installations in Satu Mare and Újfehértó.
Status: Started (kick-off conference held on February 19, 2025).

WeCaRe — «We Catch and Retain»

Partners/Participants/Donors: Lead – Michalovce (SK); partners – Uzhhorod City Council (UA), Sátoraljaújhely (HU); Interreg VI-A NEXT HUSKROUA.
Goal: Flood prevention, creation of green zones, and development of environmental education.
Budget: ~€2.2 million, of which ~€700,000 is allocated to Uzhhorod.
Achievements/Planned Activities: Creation of 2 pilot green zones in Uzhhorod (bioparking, green roofs, drainage systems); a total of 6 green spaces across the three partner cities; environmental education activities for schoolchildren and the community.
Status: In progress (2025–2027).

Modernization of Uzhhorod’s Sewerage System and Wastewater Treatment Plant

Partners/Participants/Donors: EBRD; Municipal Enterprise “Vodokanal of Uzhhorod”; feasibility study implemented by HYDROPHIL.
Goal: Construction of a new wastewater treatment plant and modernization of sewer networks.
Budget: Planned EBRD loan – €15 million; total cost – up to €30–40 million.
Achievements/Planned Activities: Design of a new wastewater treatment line; upgrading pumping stations and collectors; implementation of modern environmental treatment standards.
Status: Started (from July 16, 2024). Construction is planned to begin in 2025, with completion by 2029.

European-gauge railway 1435 mm Chop–Uzhhorod

Partners/Participants/Donors: Ukrzaliznytsia; EU/European Investment Bank (CEF + credit instruments); Slovak partners.
Goal: Integrate Uzhhorod into the European transport network, providing direct trains to Budapest, Košice, Vienna, and Bratislava.
Budget: €45–50 million.
Achievements/Planned Activities: Reconstruction of the Chop–Uzhhorod section to standard gauge; electrification of the line; construction of infrastructure for international trains.
Status: In progress (works ongoing; launch after testing expected in 2026).

Ideathon – “Create Your Uzhhorod: Integrated, Inclusive, Safe”

Partners/Participants/Donors: Uzhhorod City Council; Coordination Council on IDPs; Uzhhorod National University; “Center for Civic Initiatives” Foundation; UNDP; SOS Children’s Villages.
Goal: Engage the community and internally displaced persons (IDPs) in generating ideas for an inclusive, safe, and integrated urban environment.
Budget: UAH 180,000 and UAH 380,000 — grant packages for project implementation.
Achievements/Planned Activities: Supported projects include an inclusive playground at B. Khmelnytsky Square, a day center for elderly people, mental health initiatives, and integration activities for IDPs.

Reconstruction of the Square at the City Clinical Hospital

Partners/Participants/Donors: Uzhhorod City Council; Białystok County (Poland); Interreg NEXT Poland–Ukraine 2021–2027 program.
Goal: Improve the area near the central city hospital, creating a barrier-free and green space for patients and visitors.
Budget: ~UAH 40 million (≈€1 million).
Achievements/Planned Activities: Complete reconstruction of the hospital square; creation of pedestrian and recreation zones; vertical greening and other modern landscape design elements; ensuring accessibility for people with limited mobility.
Status: In progress (three-year project).
