Water Resilience of Samar: Comprehensive Modernization of Water Supply and Wastewater Systems

Alternative and backup water supply, network modernization, wastewater disposal and treatment — seven interconnected investment components.

Estimated Budget: €125,000,000

Project Initiator: Samar City Council, represented by the Executive Committee of Samar City Council.

Project Implementer: Executive Committee of Samar City Council — project owner. The Department of Housing and Utilities and Capital Construction is the technical client and entity responsible for implementation. KOMCITY LLC is the operating organization and source of technical data. Designers and contractors will be selected separately for each component.

Comprehensive Reconstruction of the Wastewater Treatment Facilities of Samar

A component of the “Water Resilience of Samar” project: reconstruction of the wastewater treatment facilities to a capacity of up to 16,000 m³/day, modernization of treatment processes, automation, energy efficiency improvements, and sludge management. Expansion potential — up to 25,000 m³/day.

Critical infrastructure

Comprehensive Reconstruction and Modernization of the Street Lighting System in Samar

Comprehensive reconstruction of Samar’s street lighting system: LED luminaires, poles, cable networks, and automated control across approximately 25 km. Parameters will be уточнені following an audit; the core component is Hidnosti Street, for which design and estimate documentation has already been prepared.

Comprehensive Enhancement of Safety and Civil Protection: Shelters, MASCDS, and Protective Infrastructure

A comprehensive project for safe infrastructure in the Samar Community: development of protective structures and shelters in educational and healthcare facilities, installation of the MASCDS public warning system, and enhancement of emergency preparedness.

Project Initiator: Samar City Council, represented by the Executive Committee of Samar City Council

Project Implementer: Department of Education of Samar City Council; Department of Housing and Utilities and Capital Construction of Samar City Council; Department for Emergency Situations, Civil Protection of the Population and Cooperation with Law Enforcement Agencies; Municipal Non-Profit Enterprise “Samar Central City Hospital” of Samar City Council.

Integrated Development of the New “Samar” Residential District

Concept for a new multifunctional district covering 145 ha and designed for up to 32,000 residents, featuring housing, commercial spaces, educational, healthcare, sports, and recreational infrastructure. The goal is to provide housing for city residents and IDPs, support urban development, and create new centers of economic activity.

Project Initiator: Samar City Council, with the involvement of an investor consortium

Project Implementer: Municipal Enterprise “Komservis”; condominiums (HOAs); sectoral departments of the Executive Committee of Samar City Council (Department of Education, Department of Culture, etc.); Municipal Enterprise “Samarteploenergo”; and private operators within the framework of public-private partnerships (PPP).

Creation and Launch of the “Samar” Industrial Park

Phased development of the “Samar” Industrial Park covering approximately 80 ha: development of the concept and feasibility study, engineering and transport infrastructure, connection to utility networks, and attraction of residents engaged in manufacturing, processing, logistics, and green energy.

Municipal Institution “Veterans Center ‘Territory of Opportunities’”

Partners / Participants / Donors: Charitable Organization “Charitable Foundation ‘Warm Heart’,” United Nations Development Programme (UNDP) in Ukraine, Government of Germany, Samar City Community, and the veteran community.

Objective: A single point of comprehensive support for veterans, military personnel, and their families to facilitate reintegration into civilian life.

Completed Works: Opened on August 15, 2025, in Samar. The center provides psychological and legal support and is equipped in accordance with accessibility requirements.

COST: approximately $200,000

CO-FINANCING: $100,000 — local budget; $100,000 — UNDP support.

Resilience Center at the Municipal Institution “Center for the Provision of Social Services”

Partners / Participants / Donors: UNICEF Ukraine; NGO “League of Social Workers of Ukraine”; Samar City Community; Municipal Institution “Center for the Provision of Social Services”.

Objective: To create a barrier-free space for comprehensive psychosocial support and integrated social services for vulnerable families, while strengthening mental health and social cohesion within the community.

Completed Works: A 340 m² Resilience Center was established in accordance with the principles of accessibility and inclusivity. A 150 m² shelter, workstations, furniture, and necessary equipment were provided.

COST: up to $250,000 in support raised.

Creation of a “Diia Center” and Modernization of the Administrative Services Center

Partners / Participants / Donors: EGAP Program, Ministry of Digital Transformation of Ukraine, East Europe Foundation, Innovabridge, Swiss Agency for Development and Cooperation, Samar City Community, Administrative Services Center, Municipal Enterprise “Ridne Misto,” and Department of Housing and Utilities and Capital Construction.

Objective: To create a modern barrier-free Diia Center and ensure accessible, inclusive, and high-quality administrative services for all community residents.

Completed Works: A barrier-free Diia Center was reconstructed and equipped with modern facilities, electronic services, a mobile office, a “I am a Veteran” area, and a children’s space. A 30 kW solar power plant was installed to ensure operation during power outages.

COST: UAH 31.45 million

CO-FINANCING: UAH 26.65 million — local budget; UAH 4.8 million — EGAP Program support.

New Construction of a Dual-Purpose Structure with Radiation-Protective Shelter Properties for Lyceum No. 18

Partners / Participants / Donors: Community funds and a state subsidy through DREAM. International support — the European Union under the Ukraine Facility, with funds allocated through the state budget and the Ministry of Education and Science of Ukraine.

Objective: To ensure the safety of participants in the educational process and enable stable in-person or blended learning.

Completed Works: The project has been entered into the DREAM system and the Community’s Unified Project Portfolio, and the design and estimate documentation has been developed. The project provides for the construction of a dual-purpose shelter for approximately 1,000 people at Lyceum No. 6.

COST: UAH 175.73 million — EU funding through the Ukraine Facility and the local budget.

CO-FINANCING: UAH 25.78 million (14.67%) — local budget.

Creation of Four Digital Education Centers in Gymnasiums No. 2, No. 4, No. 7, and No. 11

Partners / Participants / Donors: International Charitable Foundation “SAVED” (SAVED), UNICEF, Department of Education of Samar City Council, Gymnasiums No. 2, No. 4, No. 7, and No. 11.

Objective: To provide children with access to modern digital learning and ensure the continuity and quality of education during wartime.

Completed Works: Modern digital education centers were established in four educational institutions equipped with shelters, providing opportunities for learning and working with digital resources in safer conditions.

COST: UAH 1.41 million — fully funded by UNICEF.

Comprehensive Equipping of Basic and Modular Shelters in Educational Institutions of the Samar Community

Reconstruction of the Diagnostic Department Premises and Installation of a Computed Tomography Scanner

Partners / Participants / Donors: Dnipropetrovsk Region — UAH 36 million; Samar City Community — UAH 3 million; Municipal Non-Profit Enterprise “Samar Central City Hospital.”
Objective: To ensure rapid and accurate diagnostics, including for critically ill patients, with detailed 3D visualization of pathologies.
Completed Works: The diagnostic department was modernized and a state-of-the-art computed tomography scanner was installed. Radiation protection, uninterrupted power supply, and training for medical staff were provided.
COST: UAH 55 million — UAH 19 million for reconstruction; UAH 36 million for equipment.
CO-FINANCING: UAH 3 million — local budget; UAH 52 million — regional budget.
