Investment Attractiveness

Rivne is a community with a proven track record of international partnerships, attracting investment and implementing urban infrastructure modernisation projects. The city has received three distinctions from the Parliamentary Assembly of the Council of Europe: the European Diploma, the Flag of Honour and the Plaque of Honour. Rivne participates in the European NetZeroCities initiative and has developed a Climate Neutrality Concept with a target of achieving climate neutrality by 2050.

The community has practical experience of cooperation with the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and NEFCO. With Norwegian support through NEFCO, approximately €5 million in grant funding and technical assistance has been secured. This has enabled the thermal modernisation of five kindergartens, the upgrading of street lighting along 145 main and secondary streets, and the installation of solar power plants with battery storage systems at the municipal hospital.

Under the Ukraine Recovery Programme III, supported by the EIB, a water supply pipeline construction project worth approximately UAH 17.8 million is being implemented in the Tynne neighbourhood. In addition, in October 2026, four infrastructure projects in Rivne Region passed the regional selection stage for further consideration under this programme. Final funding approval is still pending.

In 2026, the EBRD approved a €19 million financing package for Rivne, comprising a €12 million loan, a €6 million grant and €1 million in community co-financing, to improve the energy efficiency of up to 24 public buildings. Rivne is open to new partnerships and investment in urban and social infrastructure, renewable energy, accessibility and sustainable economic development.

Strategic location, well-developed logistics, and industrial and innovation potential create opportunities for international investment, partnerships and sustainable development in Rivne.
