Construction of the Unbroken Surgical Building in Lviv

The project involves the construction of a modern multidisciplinary surgical building based on the Lviv Municipal Medical Association within the UNBROKEN rehabilitation ecosystem in Lviv, implemented through a public-private partnership (PPP) model

estimated budget: €94,000,000 (including VAT), of which: €63,000,000 is for construction works; €31,000,000 – for medical equipment

    Balance holder: Municipal Non-Commercial Enterprise “Lviv Territorial Medical Association ‘Multidisciplinary Clinical Hospital of Intensive Care and Emergency Medical Services’” (abbreviated as Lviv TMO-1)

    Project partners: Swedfund – donor and financial partner of the PPP preparation phase; IFC – main advisor and consulting partner; Deloitte – advisory and consulting partner; Shigeru Ban – project architect; ABMK – project designers..

    Financing: Swedfund – donor and financial partner of the PPP preparation phase, which in 2025 allocated 4 million SEK (approx. 9 million UAH) for the development of the feasibility study, tender documentation, and PPP agreement draft. The investor will be reimbursed through annual availability payments from the Lviv City Council. It is planned that up to 50% of the total project cost will be covered by donors and international institutions (mainly for equipment), with the remaining portion financed by the private partner.

Construction of a tram line to the UNBROKEN rehabilitation ecosystem in Lviv

The project involves the construction of a tram line along I. Mykolaychuka Street in Lviv through its reconstruction, with the aim of improving transport accessibility to the UNBROKEN rehabilitation ecosystem

estimated budget: 59,100 000€. Phase 1 – €5 million;
Phase 2 – €0.6 million; Phase 3 – €12.6 million; Phase 4 – €12 million; Phase 5 – €23.8 million

    Project partners: French Development Agency (AFD) – donor and financial partner of the first project phase

    Financing: Grant funding of €5 million was received from the French Development Agency (AFD) for the implementation of the first project phase. The Lviv City Council financed the development of design documentation for the first phase of the project.

The project involves the development of a new industrial zone in the Plastova Street area of Lviv to meet the needs of manufacturing enterprises, establish industrial parks, and implement urban infrastructure projects

    Financing: The Lviv City Council will finance the development of urban planning and land documentation, as well as the development of transport and engineering infrastructure for the industrial zone

Construction of a modern geriatric center in Lviv

The project involves the construction of a modern and innovative geriatric center in Lviv, which will provide long-term rehabilitation and social services for the elderly, including internally displaced persons (IDPs)

estimated budget: €30,000,000 (including interior works and necessary equipment installation)

    Project initiator: Lviv City Council

    Project implementer: Lviv Intercity Technical Inventory Bureau (Lviv Municipal Enterprise) and Department of Investments and Projects of the Lviv City Council

    Balance holder: Lviv Intercity Technical Inventory Bureau (Lviv Municipal Enterprise)

    Project partners: Workshop conducted with the European Bank for Reconstruction and Development (EBRD), creating a network of cities and partner organizations ready to contribute to developing a vision for a high-quality elderly care center.

    Financing: Negotiations with EBRD for a €400,000 grant to develop a feasibility study. Lviv City Council will cover costs for land preparation and installation of external utility networks. Remaining expenses will be covered by grantors and other financial institutions

    Implementation of global and European development goals in Lviv

    Attracting new partners and investors to support the development of the UNBROKEN rehabilitation ecosystem.Development of the UNBROKEN Cities Network.
    The Lviv City Council launched the international UNBROKEN Cities Network initiative to support and advance rehabilitation efforts in Ukraine. The founders and first members are two UK cities — Manchester and Liverpool.
    Currently, the initiative includes Rzeszów (Poland), Oslo (Norway), Trento (Italy), Aarhus (Denmark), Cannes (France), and Würzburg (Germany).

    Attracting investments and grant resources to the community.

    Cooperation with partner cities. The Lviv City Council actively establishes new international partnerships during wartime, including with Cannes (France), Würzburg (Germany), Aarhus (Denmark), Pula-Pola (Croatia), Reykjavik (Iceland), Kobe (Japan), Katowice (Poland), Brno (Czech Republic), Frankfurt am Main (Germany), Mechelen (Belgium), Turin (Italy), and Uppsala (Sweden).

    In 2025, the Lviv City Council launched Japan Desk — the first municipal service in Ukraine dedicated to supporting Japanese businesses. It provides Japanese-language assistance for companies in investing, establishing operations, finding partners, and exploring the local market.

  • The Lviv City Council operates an Investment and Project Department responsible for attracting and supporting investors, implementing investment projects, and fostering urban economic development.

  • The City Council provides non-repayable financial assistance to businesses operating within the community during martial law.

National Rehabilitation Center UNBROKEN

Partners / Participants / Donors: City councils of Freiburg, Vilnius, Warsaw; Red Cross Society; GIZ; DAHW; Lviv IT Cluster; JSC Naftogaz Ukraine; IKEA; Signify; and others.

Objective: Medical treatment, prosthetics, physical and psychological rehabilitation, housing, and reintegration of Ukrainians.

Achievements: Between 2022–2023, the old municipal polyclinic building was reconstructed into a modern rehabilitation center, officially opened in May 2023. The center covers 9,638 m², has 7 floors, and a capacity of up to 10,000 patients per year.

Social Housing for UNBROKEN Patients

Partners / Participants / Donors: European Commission, European Union in Ukraine, NEFCO
Objective: To construct temporary social housing for internally displaced persons (IDPs) undergoing rehabilitation at the UNBROKEN Center. Funding & Scope: The project secured €19.5 million in grant funding from the European Commission. It includes the construction of eight six-story buildings to accommodate up to 700 residents. Housing Details: The buildings feature one-, two-, and three-room apartments, allowing patients to live with their families during rehabilitation. Status: The first building opened in February 2025, with the remaining buildings under construction and expected to be completed in 2026.

UNBROKEN Prosthetics and Orthotics Center

Partners / Participants / Donors: Government of Germany, GIZ Ukraine
Objective: To establish a modern, internationally equipped Prosthetics and Orthotics Center for military personnel and civilians affected by the war.
Results: Constructed a single-story center of 1,000 m² including prosthetics production, training classrooms, and rehabilitation zones. Installed advanced equipment: AFT and Romedis. Produces over 1,200 prostheses annually. Provides specialist training according to ISPO standards, supported by the Government of Germany and GIZ Ukraine.

Center for Assistance to Survivors of Captivity and Torture

Partners / Participants / Donors: Government of Flanders (Belgium), Mayor of Mechelen, Bart Somers
Objective: To create a support center for Ukrainians who have survived torture or severe psychological trauma as part of the UNBROKEN ecosystem.
Results: In 2024, €1.5 million grant secured from the Government of Flanders. Renovation of a municipal building completed. Center opened in June 2025, with a total area of over 1,100 m². Facilities include 17 rooms, outpatient area, art workshop, physical therapy, and gym. Capacity to assist up to 1,000 patients annually.

Rehabilitation Center in Bryukhovychi

Partners / Participants / Donors: Central Asset Management Agency of the Government of Lithuania, Ukrainian Red Cross Society, German Society for International Cooperation (GIZ)
Objective: To expand Lviv’s capacity to provide medical and rehabilitation services by creating one of the largest rehabilitation centers in western Ukraine within the UNBROKEN ecosystem.
Results: Over €10 million in funding secured. April 2025: Reconstruction and expansion of the existing hospital commenced. The project is currently in the active construction phase.

Municipal Industrial Park “Sihnivka”

Partners / Participants / Donors: Alterra Group (managing company of the industrial park)
Objective: To create an industrial park covering 30 ha with over 150,000 m² of production space, a science and technology center, and a business incubator. The park specializes in manufacturing and processing industries. Initiated by Lviv City Council. Total investment exceeds UAH 5 billion.
Results: December 2023: Construction commenced. September 2025: First phase completed; production launched by the first resident — Ukrainian company USP Panels. Implementation of the next phases of the project is ongoing.

Construction of a Municipal Solid Waste Processing Plant

Partners / Participants / Donors: European Bank for Reconstruction and Development (EBRD), Eastern Europe Energy Efficiency and Environment Partnership Fund (E5P)
Objective: To build the first mechanical-biological treatment (MBT) and sorting complex for municipal solid waste in the Lviv community, featuring biostabilization, recyclable material sorting, and RDF fuel production.
Results: August 2021: Construction started. Temporarily suspended due to martial law, now resumed and in the final stage. 80% of construction work completed, 90% of equipment delivered.

Innovative-Creative Space LEM Station

Partners / Participants / Donors: Ukrainian private company LEM Station, selected through a municipal investment competition.

Objective:
Reconstruction of the city tram depot to create an innovative and creative space for artists, entrepreneurs, scientists, and students, aimed at fostering the city’s creative economy.

Results:
February 2025: First phase of restoration completed; LEM Station opened to the public. Currently operational: coworking spaces, multifunctional event area, restaurant, and parking. Full project completion scheduled for the end of 2025.

Municipal Shooting Range “Strilnytsia”

Partners / Participants / Donors: Local private investor.
Objective: Creation of a multifunctional center combining sports shooting, national-patriotic education, a veteran hub, and recreational space. The center hosts free classes for schoolchildren, training sessions, competitions, forums, and educational events.
Results: Constructed a three-story building with a rooftop terrace, covering 1,817 m², officially opened in June 2025. Built on the site of the historic 19th-century city shooting range. Fully accessible for people with disabilities.
