The Lviv Agglomeration Development Strategy until 2027 is Ukraine’s first strategic document developed for a functional agglomeration, based on a shared vision for the development of 18 territorial communities

The Strategy identifies three interconnected strategic priorities

The overarching principle guiding the implementation of the Strategy is intermunicipal cooperation — jointly addressing issues that cannot be resolved, or cannot be resolved efficiently, by a single community. The Strategy is also regarded as a tool for attracting external resources to implement priority investment and infrastructure projects.
