• Rendering settlements of Luhansk region with stable and qualitative water supply.
• The project will create conditions for stable water supply to industrial enterprises and the population of approximately 1 million people.

BUILDING AN AGRO-LOGISTICS HUB AND AGRO-CLUSTERS CREATING

Project objectives: restoration of the agricultural sector in the project areas with the involvement of communities affected by the armed aggression of russian federation, creation of new jobs, and improvement of the investment climate in the region.
Providing services in organising the procurement, processing and storage of agricultural products from local agricultural producers, improving the efficiency of supplying agricultural producers with commodities and materials.

Promotion of local agricultural products in the domestic and foreign markets.
The project will be an effective tool to stimulate the development of the domestic regional market and rural areas.

Objects for construction: warehouses loading/unloading complex; silos; truck service station; administrative building; laboratory.

CONSTRUCTION OF A REGIONAL LABORATORY FOR TESTING AGRICULTURAL PRODUCTS AND FOODSTUFFS

Project objectives: ensuring the full functioning of the regional veterinary medicine laboratory accredited according to the international standard DSTU: ISO/IEC 17025.
Development of laboratory and diagnostic work of disease diagnostics which common to humans and animals, assessment of the quality and safety of animal and plant products (including raw materials), food products, feed and feed additives. Improvement of the epidemiological, epizootic and phytosanitary situation in Luhansk region.

Scop of work: reconstruction, overhaul and technological equipment of laboratory.

RECOVERY OF THE INFRASTRUCTURE OF IRRIGATION SYSTEMS

Project objectives: Implementation of climate-optimised agriculture in Luhansk region. Increase soil fertility and productivity.
Modernization of buildings and renovation of water supply channels at the irrigated lands will give opportunity to get in 4% more of gross harvest of agricultural crops due to the higher yields on irrigated land. Modernization of irrigation systems can provide average annual growth of gross regional product in 4-5,2% points and also to promote growth of export potential of the region.

PRIORITIES OF INTERNATIONAL COOPERATION

  • DEVELOPMENT OF FRIENDLY RELATHIONS WITH EU-MEMBER COUNTIES


    Signing of mutually beneficial interregional and intermunicipal agreements with aim to establish trade and economic, scientific and technical, cultural cooperation and recovery of the Luhansk region after the deoccupation.
    Luhansk Regional State Administration has concluded such agreements as:
    • With the Lublin Voivodeship of the Republic of Poland on trade, economic, scientific, technical and cultural cooperation.• With the administration of the Khaskov region of the Republic of Bulgaria on trade, economic, scientific, technical and cultural cooperation.• With the Loire department (the Republic of France).• With the government of the Federal State of Upper Austria.

  • WORK WITHIN THE REGIONAL OFFICE OF INTERNATIONAL COOPERATION UNDER THE REGIONAL STATE ADMINISTRATION


    The office was established to develop international cooperation to establish and maintain relations with foreign partners, restore and develop the region, and support internally displaced persons.

The main motorways: : 643 public roads with a total length of 5,919.3 km, including: 27 roads of national importance with a length of 1,971.3 km and 616 roads of local importance with a length of 3,948 km.
The main railway lines: the deployed length of tracks in Luhansk region was 817.00 km, the operational length was 519.5 km, including 8.7 km of electrified tracks. There were railway stations in Lysychansk, Popasna, Svatove, Rubizhne.

NATURAL RESOURCES

MINERAL RESOURCES: 

Coal, gas, condensate, oil, sand, clay and chalk. There are 54 coal deposits in the region, 8 coal mines are on action.

WATER RESOURCES: 

52 deposits of drinking groundwaters and 4 mineral ones. Siversky Donets river – it is large river, its length is 233,9 km and it has 50 small rivers of the total length of 1150,60 km. Besides there are 50 streams of the total length 183,3 km.

NATURAL RESERVED FUND: 

It includes 204 territories and objects of the natural reserved fund of the total area 94,12 hectares.
After 2014, there were 140 territories and objects of national and local significance with a total area of 75,781 thousand hectares.

FORESTRY: 

After 2014, there were 8 state forestry enterprises of the Luhansk Regional Administration operating on the territory controlled by the Ukrainian government, covering 238.12 thousand hectares. In 2020, forests were restored on an area of 887 hectares, of which 775 hectares were planted with forest crops, including 341 hectares of afforestation and 112 hectares of natural regeneration.

PUBLIC SPACE PROJECT AT THE TERRITORY OF SHELTER FOR IDPs of LUHANSCHYNA

Partners: UNDP in UkraineProject amount - UAH 700 thousand
Goal: creation of a public creative art space, arrangement of the territory near Shelter.

Various open-air social cohesion events are held on the basis of the public space, followed by discussions on important topics and pressing problems of internally displaced persons. The space has also become a platform for local NGOs to hold events.

The issue of holding educational, cultural events and psychological relief classes on the basis of Public Space is currently being considered.

HUMANITARIAN CENTERS

Partners: Luhansk Regional State Administration, international partners
Goal: support and assistance to residents of the Luhansk region
Currently, 33 humanitarian centres are operating in different regions of the country.
Over 400,000 food parcels have been distributed over the entire period of operation. Our citizens in need are provided with personal care products, medicines, household items and clothing.

The centres provide free medical services, legal assistance, consultations with specialists from the Employment Centres and the Pension Fund, etc.

COWORKING SPACE

Goal: organisation of joint work, establishment of business communications, intensification of educational, scientific and civic activities, implementation of innovative projects and exchange of experience.
The project amount is 500 thousand UAH

Coworking Space is a creative and comfortable space with all the necessary office equipment, Internet access, and a comfortable free space. It was established in 2022 with the support of the Eastern Europe Foundation. The Centre has become a place that brings together internally displaced persons from Luhansk region in Dnipro.

The Centre's activities involved 3,414 people.

MULTIFUNCTIONAL COWORKING AT THE BASIS OF THE SHELTER FOR IDPs OF LUHANSCHYNA

With the financial support of EGAP, the Eastern Europe Foundation in partnership with Svitlo cultury Public organization.
Goal: establishment of a modern educational and development centre for IDP youth and elderly people living in Shelter.

At the centre, children and adults have the opportunity to improve their computer and digital literacy, join online classes and do their homework. In addition, the centre helps young people to realise their creative potential and spend their free time in a meaningful way: they read e-books, get useful information on the Internet, play games, create digital drawings or even learn programming.

Острівець мирного дитинства

A mini-initiative to equip a playground on the territory of the Shelter for IDPs from Luhansk region in Dnipro.
Partners: UNDP in Ukraine, Berehynia initiative group

The project amount is 300 thousand UAH.

Goal: the project was implemented to create comfortable conditions for active and safe leisure for children living in Shelter and in the neighbourhood.

MAKING A SHELTER FOR DISPLACED PERSONS IN LUHANSK REGION

A shelter for IDPs from the Luhansk region was created in Dnipro, where more than 200 people can live at the same time.
Since May 2022, more than 2,500 people, including more than 450 children, have already benefited from Shelter's services.
The project amount is 8,107,523 UAH.
Goal: Creating safe and comfortable living conditions for IDPs with maximum care and attention.
Partners: Eastern Europe Fund, People in need, Norwegian Refugee Council, Strengthening public trust Project UCBI III, UNHCR, International Organisation for Migration, United Nations Development Programme, Svitlo cultury Public organization.

CENTRE FOR THE PROVISION OF MEDICAL SERVICES FOR INTERNALLY DISPLACED PERSONS ON THE BASIS OF LUHANSCHYNA SHELTER FOR IDPs PROJECT

Partners: Svitlo cultury Public organization, Ministry of Foreign Affairs of the Federal Republic of Germany
Project goal: round-the-clock provision of quality medical care free of charge for IDPs.

The project amount is 1 million UAH.

The centre's equipment includes a cardiograph, an ultrasound diagnostic scanner, tonometers, a heart rate monitor, a glucometer, tests for the diagnosis of Covid-19, HIV, hepatitis and others, an oxygen concentrator, etc.

DIGITAL HUB

The Digital Hub is a place where a resident of Luhansk region can visit and get free access to WI-FI, computer work, consultations on certain opportunities and services of the Diia, and free training on the basics of digital literacy in Dnipro.

The project was implemented within the framework of international cooperation between the Luhansk Regional State Administration, Severodonetsk City Military-Civilian Administration and the E-Governance for Accountability and Participation Programme (EGAP), funded by Switzerland and implemented by the Eastern Europe Foundation in cooperation with the Ministry of Digital Transformation.

The project was coordinated by the Department of Economic Development and Foreign Economic Activity of the Luhansk Regional State Administration.
