Comprehensive Thermal Modernization of the Konotop Lyceum No. 1

Partners / Participants / Donors: European Union, Covenant of Mayors – Demonstration Projects (CoM-DeP) Programme, “Advancing Energy Efficiency and Implementing the EU Energy Efficiency Directive in Ukraine” Project, State Fund for Regional Development, Konotop City Council.

Objective: To improve the energy efficiency of Lyceum No. 1, reduce energy and natural gas consumption, and lower heating costs.

Completed Works: Comprehensive thermal modernization of the building, modernization of the heating system, and installation of a 10 kW solar power plant.

PROJECT COST: €1.02 million, including €476,000 in grant funding, with the remainder financed by the State Fund for Regional Development and the Community budget.

The second stage of the modernization was completed in 2024.

Comprehensive Thermal Modernization of the Therapeutic and Gynecology Buildings of the Konotop Central District Hospital named after Academician M. Davydov

Partners / Participants / Donors: “Energy Efficiency of Public Buildings in Ukraine (UPBEE)” Project, Konotop City Council.

Objective: To improve the energy efficiency of the therapeutic and gynecology buildings to Class C and reduce energy consumption.

Completed Works: Tender documentation for the procurement of construction works is currently being prepared.

TOTAL PROJECT COST: €10.6 million.
LOCAL BORROWING: Up to €3.5 million.
LOCAL BORROWING TERM: Up to 20 years.

Thermal Modernization of the Women’s Consultation Building of the Konotop Central District Hospital named after Academician M. Davydov

Partners / Participants / Donors: International Technical Assistance Programme “Special Support Programme for Ukraine / EU4ResilientRegions” (GIZ).

Completed Works: The women’s consultation building underwent thermal modernization, including insulation of the facade and foundation plinth, replacement of windows and doors, renovation of the entrance area, and partial refurbishment of interior premises. A 55 kW solar power plant was installed on the roof of the gynecology building.

COST OF WORKS: UAH 14 million.

Creation of a Modern Medical Complex with a Maternity Hospital, Diagnostic Center, and Children’s Polyclinic

Partners / Participants / Donors: GIZ, Federal Ministry for Economic Affairs and Climate Action of Germany (BMWK), “Advancing Energy Efficiency and Implementing the EU Energy Efficiency Directive in Ukraine” Project, State Fund for Regional Development (SFRD), Konotop City Council.

Objective: To enhance the energy resilience of healthcare facilities, ensure reliable power supply, develop renewable energy, and modernize medical infrastructure.

Completed Works: In 2016, construction was completed and a maternity hospital with a diagnostic center and children’s polyclinic was established. In 2024, a 40.6 kW rooftop solar power plant with 46.02 kWh battery storage was installed, along with an additional 50 kWh battery storage system.

COST: Construction — UAH 75 million, including UAH 69 million from the State Fund for Regional Development; solar power plant — UAH 1.39 million.

Development of Solar Generation and Energy Storage Systems at Municipal Infrastructure Facilities of the Konotop Community

Partners / Participants / Donors: GIZ Ukraine, Embassy of the Federal Republic of Germany, People in Need Ukraine, Ukraine for Power, International Charitable Foundation “Alliance for Public Health”, Charitable Foundation “Energy of Nature”, UNICEF Ukraine, Polaris Programme, Eastern Europe Foundation (EGAP Programme).

Objective: To enhance the Community’s energy resilience through the development of renewable energy, backup power supply for critical and social infrastructure, and reduction of electricity costs and emissions.

Completed Works: Solar generation is being implemented at healthcare, education, social protection, water supply, and administrative infrastructure facilities.

A total of 323.6 kW of solar power plants has been installed, with another 240.2 kW currently under implementation. The overall portfolio comprises 23 facilities and 563.8 kW of solar generation, including hybrid systems with energy storage and backup power supply.

Modernization of Water Supply and Wastewater Systems

Partners / Participants / Donors: UNICEF, IOM, ACTED, Embassy of Switzerland in Ukraine, Red Cross, Konotop City Council.

Objective: To modernize and enhance the resilience of water supply and wastewater systems by upgrading critical infrastructure, equipment, and emergency sections of the networks.

Completed Works: Pumping Station No. 2: Design documentation has been developed and a modular pumping station has been procured; construction works are being prepared to commence.

Pumping Station No. 5: Documentation for the reconstruction of the D200 mm pressurized sewer collector has been developed; funding from UNICEF is being coordinated.

PUMPING STATION: Pumping equipment has been replaced with the support of IOM.

WATER SUPPLY NETWORK: A critically damaged section has been repaired with the support of ACTED.

Pumping Station No. 1: Equipment has been received and preparatory works for connection to the power grid have been completed.

Development of a Biofuel-Based District Heating System in the Konotop Community

Partners / Participants / Donors: IOM, Konotop City Council

Objective: To enhance the Community’s energy independence, reduce natural gas consumption, and ensure reliable heat supply through the use of biofuels.

Completed Works: Six solid-fuel boilers with a total capacity of 3.6 MW have been commissioned, using wood chips and pellets. They provide heat to 17 multi-story residential buildings, one healthcare facility, and two educational institutions, reducing dependence on natural gas.
