Replacement of Water Supply and Sewage Pumping Equipment to Improve Energy Efficiency and Resilience

The project envisages replacing outdated and damaged water supply and sewerage pumping equipment in Kharkiv with modern energy-efficient equipment. This will improve the reliability of water supply and wastewater disposal while reducing energy consumption and operating costs.

ESTIMATED BUDGET: €13,590,000

Landscaping and Improvement of the “Kharkiv Island” Area in the City of Kharkiv

The project aims to comprehensively improve and transform the “Kharkiv Island” area into a modern, safe, accessible, and year-round public recreational space

Energy-Independent Underground Schools in Kharkiv: Solar Energy for Sustainable and Safe Learning

The project envisages the installation of solar power plants with energy storage systems for Kharkiv’s underground schools. The solution will provide autonomous power supply for critical life-support systems during power outages, enhancing the energy resilience and safety of educational facilities.

INTEGRATED URBAN DEVELOPMENT

Donors: German Federal Ministry for Economic Cooperation and Development (BMZ), Swiss State Secretariat for Economic Affairs (SECO)
Implementing Organisation: Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)
Objective: to improve the national policy framework for integrated urban development and recovery and create the conditions for its effective implementation.
Project under implementation: as part of the project, work is underway in Kharkiv to develop a Sustainable Urban Mobility Plan.

THIRD INCLUSIVE RESOURCE CENTRE IN KHARKIV

Partners / Participants / Donors: Kharkiv City Council, Partnership Fund for a Resilient Ukraine, Czech humanitarian organisation People in Need, JSC Kharkiv Machine-Building Plant “Svitlo Shakhtaria”.
Objective: to provide children and adults with comprehensive inclusive, psychological, educational, and rehabilitation services.
In 2026, the centre was opened with 14 functional rooms, a swimming pool, a ramp, and a shelter. A team of psychologists, speech therapists, special education teachers, and rehabilitation specialists provides services at the centre. The project was implemented with funding from the city budget and support from international partners and businesses.

EXTENSION OF THE THIRD METRO LINE

Partners: European Bank for Reconstruction and Development (EBRD), European Investment Bank (EIB)
Objective: to improve passenger transport infrastructure.
Project under implementation: relevant documentation is being prepared for the selection of contractors for the construction of an electric depot and the procurement of metro rolling stock.

CONSTRUCTION OF A MUNICIPAL SOLID WASTE PROCESSING COMPLEX, LANDFILL GAS UTILISATION AND ELECTRICITY GENERATION IN DERHACHI

Partner (Loan Financing): International Bank for Reconstruction and Development (IBRD)
Objective:
to introduce separate collection and subsequent sorting of municipal solid waste (MSW), as well as establish a system for collecting and utilising landfill gas to generate electricity.

Project under implementation:
construction of the municipal solid waste processing complex is ongoing, along with works to address the consequences of the Russian Federation’s military aggression.

FIRST UNDERGROUND SCHOOL

Partners: funding and equipment were provided by the local budget, USAID, DG East, UNHCR, and other international organisations.
OBJECTIVE: to create a safe underground space for in-person education for children during the war.
RESULT: construction was completed in early 2024. In May, the school welcomed more than 230–300 students, with capacity for up to 600 people at a time. From September, it accommodated up to 900 students in two shifts. The project became an example of the rapid adaptation of educational infrastructure to wartime conditions.

DIIA.BUSINESS ENTREPRENEUR SUPPORT CENTRE

Partners / Participants / Donors: Ministry of Digital Transformation of Ukraine, Kharkiv IT Cluster, financial institutions, international companies, and the business community.
Objective: to support small and medium-sized businesses, develop Kharkiv’s entrepreneurial ecosystem, introduce digital tools, and create opportunities for attracting investment.
Result: the centre opened on 14 May 2026. It provides entrepreneurs with consultations, educational programmes, opportunities to test products, and support in finding investors and partners. The project was implemented through cooperation between the Ministry of Digital Transformation of Ukraine and Kharkiv IT Cluster.

NEW “1562” DISPATCH CENTRE

Partners / Participants / Donors: United Nations Development Programme (UNDP) in Ukraine, Government of Belgium, Kharkiv City Council.
Objective: to create a modern and resilient centre to ensure the uninterrupted operation of municipal services and rapid response to residents’ requests.
Result: the centre opened on 18 May 2026 in a secure facility. UNDP, together with the Government of Belgium, fully financed its technical equipment, including computers, server equipment, portable power stations, and charging stations. During its operation, the service has handled more than 780,000 requests.

SAFE EDUCATIONAL SPACE AT “23 SERPNIA” METRO STATION

Partners / Participants / Donors: Kharkiv City Council, UNICEF, European Union.
Objective: to create a safe and stable learning environment for children in Kharkiv amid wartime security threats.
Result: the educational space opened on 26 January 2026. Within three months, four classrooms were equipped, providing blended learning for 350 students in grades 1–9 from four lyceums. Free hot meals, psychological support, and medical care are also provided. At weekends, the space is used for extracurricular activities, school preparation, and consultations.

NEW UNDERGROUND SCHOOL

Partners / Participants / Donors: Kharkiv City Council, international partners.
Objective: to provide children with the opportunity for safe in-person learning in a frontline city.
Result: a new underground school opened in Kharkiv on 20 January 2026. The facility has 17 classrooms and a resource room for children with special educational needs, enabling blended learning for up to 2,000 students.

YOUNG DIPLOMAT SCHOOL 5.0

Partners / Participants / Donors: Kharkiv City Council, Department of International Cooperation of Kharkiv City Council; speakers and experts include representatives of the Ministry of Foreign Affairs of Ukraine, the European Union, and the United Nations.
Objective: to broaden young people’s horizons and develop practical knowledge in international cooperation, diplomacy, and Ukraine’s European integration, as well as strengthen skills in international communication and representing Kharkiv’s interests.
Result: the fifth season of the project was launched in Kharkiv on 11 March 2026. The educational programme consists of five modules covering the fundamentals of diplomatic service, Ukraine’s European integration, public diplomacy, Kharkiv’s role on the international stage, and other relevant aspects of international cooperation. The best graduates are offered an opportunity to undertake an internship at the Department of International Cooperation of Kharkiv City Council.
