    Ensuring the sustainable development of international cooperation of Kharkiv City Council in accordance with international practices and trends;

    Community composition: City: Kharkiv

● is the second million-city in Ukraine by population;● seventh among Ukrainian cities in terms of territory;● developed road and transport infrastructure and proximity to the borders of industrially developed regions (Sumy, Poltava, Dnipro, Donetsk, Luhansk regions);● Moderate distance (900-1200 km) to the western borders of Ukraine (Poland, Hungary) facilitates the development of trade and transport links with European countries. The distance to major cities of Ukraine is Kyiv - 478 km; Dnipro - 213 km; Odesa - 831 km; Lviv - 1028 km.● Well-developed transport infrastructure: road and rail transport, subway, trolleybuses and trams.● Rail transport has a stable infrastructure with 3 railway junctions and an operational length of 1,520 km of public railway tracks, making it an important means of transporting goods and passengers. The length of public roads is 9.7 thousand km.

    Five rivers with a total length of 61 km flow within the city of Kharkiv: Udy, Lopan, Kharkiv, Nemyshlia, Studenok, which belong to the Siverskyi Donets River basin and are water bodies of national importance.
    There are more than 20 water bodies in the city, both of artificial (ponds, quarries) and natural origin. Most of the reservoirs are used as recreational water bodies, while some of the largest ones also supply industrial water.

INVESTMENT ATTRACTIVENESS

  • It is the only city in Ukraine that has a full range of Council of Europe awards: Diploma, Flag of Honour, Europe Table and Europe Prize.

  • Kharkiv has won three times in the fDi Magazine (Financial Times rating) – «European Cities and Regions of the Future, in the nomination «Best City in terms of economic efficiency».

  • For four years in a row (2015-2018), Kharkiv has been awarded the European City of 12 Stars award for its participation in the European Urban Democracy Week.

  • Experts of the Kyiv Smart City Forum recognised Kharkiv as the best city in the nomination «The Most Comfortable City for Living» in 2019 and in the nomination «The Best Innovative City of Ukraine» in 2018.

    Kharkiv has a strong territorial and resource potential due to both the administrative status of Kharkiv and the existing infrastructure arrangement of the territory.
    The priority is given to residential construction or public development in the use of land areas (public buildings, structures and facilities of educational and healthcare institutions, trade and catering, social and cultural institutions and consumer services, etc.)
    The city has sufficient land potential for industrial development.

INTEGRATED URBAN DEVELOPMENT

Donors: German Federal Ministry for Economic Cooperation and Development (BMZ), Swiss State Secretariat for Economic Affairs (SECO)
Contractor: German Society for International Cooperation GIZ
Goal: Improvement of the preconditions for improving the national policy of integrated urban development, which are related to specific issues of implementation of the national policy of urban development and recovery.
The project is at the implementation stage: As part of the project, the city of Kharkiv is working on developing a Sustainable Urban Mobility Plan.

EXTENSION OF THE THIRD METRO LINE IN KHARKIV

Partners: European Bank for Reconstruction and Development, European Investment Bank.
Goal: improvement of passenger transport infrastructure.
The project is currently under implementation: the relevant documentation is being prepared to select contractors for the construction of an electric depot and the purchase of subway cars.

NEW CONSTRUCTION OF A SOLID WASTE TREATMENT COMPLEX WITH A LANDFILL GAS COLLECTION, UTILISATION AND ELECTRICITY GENERATION SYSTEM IN DERGACHI, KHARKIV REGION

Partners (credit funds): International Bank for Reconstruction and Development.
Goal:
implementation separate collection of solid waste, its subsequent sorting and creating a system for collecting and utilising landfill gas with electricity generation.

The project is at the implementation stage:
work is underway to build a solid waste recycling complex and eliminate the consequences of the military aggression of the russian federation.

DIRECTIONS OF LOCAL ECONOMIC DEVELOPMENT

The direction of the local economy is determined by the full-scale military aggression of the russian federation against Ukraine and its consequences:

    rebuilding physical infrastructure and restoring the natural environment;
    reconstruction of the housing stock;
    introduction of energy-efficient technologies;
    Rehabilitation of the affected, restoration of social infrastructure and social services;
    reviving the industrial sector, creating new jobs and supporting small and medium-sized enterprises;
    creation of production facilities and formation of government orders to strengthen the country's defence capability;
    improving the quality of public administration and strengthening market economy institutions.

THE LARGEST ENTERPRISES OF THE COMMUNITY

Kharkiv is a powerful industrial centre with almost all sectors of the national economy represented. The structure of Kharkiv's industry is dominated by high-tech enterprises: power engineering, electrical engineering, transport and agricultural machinery, instrumentation, radio electronics, aerospace, arms and military equipment.
