IRPIN ART-CENTER

Project objectives: one of the priority directions of community’s development is art and culture. This object will be a kind of magnet for fostering of economic development and city tourism potential.
The idea of new art-center for Irpin was developed by the Austrian architect Gerhard Hauser. The idea is to combine ecological and economic efficient solutions through industrial loft designing from inside. All residents of Irpin will have possibility to develop their creative skills and different foreign artists can organize expositions of their works here. Cool architecture will create the body and frames for almost any kind of performance. New building of art-center will be the symbol of resistance and a strong will to live. Construction of such space will foster not only the art and culture development in Irpin.

ART SCHOOL

Project objectives: the construction of such a school will make it possible to involve all interested students of Irpin schools in music and painting, which is 10,300 children as of the beginning of the academic year 2023-2024. According to the plan this institution will become the space for holding events of the culture and art sphere of international importance.
Scope of work: the building will be made with blocks: art classrooms, lobby with a green operated roof and a rounded hall. An amphitheater will be located in the educational part. In the school is proposed to create a small but unique for Ukraine children's music museum with interactive exhibits and the opportunity to interact with some important musical instruments.

THE ROAD OF LIFE, CULTURAL CENTER

In March 2022 the Club was destroyed by russian invaders, it become the witness of courage, valour, despair, death, frustration, deliverance and heroism of Irpin people, who were forced to evacuate from Irpin to save their lives. Photos of the bridge during the evacuation of the townspeople, along with the former Club, went viral.
This place is of great historical and urban significance. The project envisages several compositional directions that will help create a high-quality open space for residents and visitors. It is proposed to create a multifunctional space on the ground floor, which includes a library and a conference room, a museum and exhibition space in which the corten steel wall acts as an emotional installation. A small mobile lecture theatre and a photo exhibition will be set up to commemorate the historical events in Irpin and its heroes.

CONSTRUCTION OF NEW SCHOOL BUILDING

Before the war, Irpin School No. 1 had 1,200 pupils, which meant 38 classrooms. There were several shell hits to the school buildings and its territory. However, by the beginning of the 2022-2023 school year, the school's infrastructure was restored.Today, about 85% of residents have returned to the city. Irpin has hosted more than 23,000 internally displaced people. This year, 10,300 children study in Irpin schools. However, the capacity of all the town's gymnasiums and lyceums is just over 8,000 places. To remedy this situation, the city needs to build at least two more schools or construct new buildings.The new building construction project proposes a complete reconstruction of the old school building, with an increase in its number of storeys to 3 floors. This will make it possible to accommodate 900 more students. The building to be reconstructed will be equipped with a bomb shelter.

RECONSTRUCTION OF BUILING OF THE SCHOOL WITH IN-DEPTH STUDY OF ECONOMICS AND LAW

Before the war, Irpin School No. 2 had 1720 pupils, which meant 52 classrooms. As a result of the hostilities in the community, the school suffered significant damage. However, by the beginning of the 2023-2024 school year, the school's infrastructure was restored.Today, about 85% of residents have returned to the city. Irpin has hosted more than 23,000 internally displaced people. This year, 10,300 children study in Irpin schools. However, the capacity of all the city's gymnasiums and lyceums is just over 8,000 places. To remedy this situation, the town needs to build at least two more schools or construct new buildings.The project for the reconstruction of a separate building and the superstructure of additional premises involves the reconstruction of a part of the dining room with the extension of two additional floors for the school's needs. This will allow the school to accommodate twice as many students. The project also provides for the creation of a bomb shelter.

  • Irpin Reconstruction Summit

    The project united local and international specialists for rebuilding of Irpin.
    The result of cooperated work was ten draft design projects of reconstruction of social and critical infrastructure.

  • MODEL OF UKRAINIAN CITIES RECONSTRUCTION

    Using the case of Irpin and in cooperation with international partners, the model of reconstruction of Ukrainian cities is made. Many times this model was presented in the national and international forums to help in rebuilding of war affected people.

  • RECRUITING OF ARCHITECTS 

    The city cooperates with leading architectectural companies from USA, Italy, Chili and the Netherlands. World’s known experts and architects, like: Marko Mari, Stefano Boeri, Cristian Wittig, Hiroki Matsura and Gerhard Hauser – are involved to the process of reconstruction.

  • OPEN MUTUALLY BENEFICIAL AND LONGTERM ECONOMIC UNIONS

    Today the Irpin recovery Fund is working actively to attract international companies and donors to renovation and reconstruction of social, critical and housing infrastructure of the city and realising projects of community development.

In 2021, Irpin was ranked seventh in the rating of the best cities in Ukraine for doing business by Forbes Ukraine. During the year, Irpin rose from 13th to 7th place, which is the best positive dynamics in Ukraine.
The rating was based on 10 criteria: «Business activity», «Regional Doing Business», «Purchasing power», «Transport connection», «Transparency of the city authorities», «Safety», «Education», «Pandemic readiness», «Migration attractiveness» and «Ecological situation».

HUMAN POTENTIAL

Irpin was ranked the1st in terms of migration attractiveness.
Irpin was ranked third in Ukraine in terms of purchasing power, fourth in terms of safety, and sixth in terms of transport accessibility. The city also received high scores in the Environmental Situation, Business Activity and Regional Doing Business criteria.
Irpin is a city of comfort and longevity, even after the invasion and destruction. About 22,000 internally displaced persons from other regions where the enemy came have chosen Irpin as their new home.

THE LARGEST TECHNOLOGICAL AND INDUSTRIAL PARK IN KYIV REGION

There are several privately owned properties in the community to accommodate production facilities. A project is being developed to build the largest technological and industrial park in the Kyiv region, which will create additional opportunities for attracting investment in the construction of building materials production in the community. Irpin has an ideal logistical location, with two international highways and a separate intercity lane for communication with Kyiv. The city has a railway connection and an airport nearby.

The Programme for the development of land relations, rational use and protection of the city community's land was approved, which will ensure:

STRATEGIC GOALS OF THE COMMUNITY

    The American architectural firm Gensler is leading the team to develop a masterplan for the community. Based on its research, Gensler has already made public its understanding and vision of Irpin's development as a "garden city with a smart heart". This plan envisages that the environment, economy and technology will be prioritised to create a city that has prospects for rapid recovery and economic growth.

    Implementation of projects to reconstruct social infrastructure facilities that were completely destroyed or damaged as a result of hostilities. The design of facilities that will become magnets for the economic development of the community and the region has already begun:
    The Children's Creativity Centre, Svobody Square, the modernisation of the city museum and library, the Romanivka Community Centre and other projects.

Project objectives: Total renovation of the facility and resuming of the educational process for 1 500 children.

Partners: Cascais city (Portugal)
Project objectives: reconstruction of preschool institution No5 – Vinochok, which, in turn, will create 300 additional places for preschoolers to receive public education - open 6 additional groups and a swimming pool.

Project objectives: Renovation of housing fund affected by military invasion.
It was restored 4 multi-story buildings, which have 450 apartments with 1 230 residents – it is 2% of Irpin population.

RECONSTRUCTION OF THE SCHOOL No 12

Partners: SOCAR Energy Ukraine company reconstructed damaged Irpin school No 12.The 1st of September students came to the reconstructed school No12 which few months ago was half-ruined by the invaders. Now there are new roof, windows and stained-glass windows, refreshed façade, renovated class-rooms and offices, and the sport gym that suffered the most from the explosion, and also shelters have new toilets.

DIRECTIONS OF LOCAL ECONOMIC DEVELOPMENT

Today, Irpin is developing as a city attractive for doing business and is actively working to create all the conditions to make it interesting for investors to invest in setting up their business in the community. There are private facilities in the city for production. And work is already underway to create an industrial or technological park.

  • RECONSTRUCTION OF SOCIAL INFRASTRUCTURE FACILITIES

    The Irpin Recovery Fund was established to find resources and attract investors to the community to implement these projects.

  • SOCIAL AND MEDICAL AREA

    Prior to the full-scale invasion, 150 million UAH was spent on the following facilities: an emergency department, a gynaecological and maternity ward, a children's hospital, an operating unit, an outpatient clinic, an infectious disease department, and its own oxygen supply system.

  • CONSTRUCTION

    Prior to the full-scale invasion, Irpin was showing the fastest growth rates and was the richest of the small towns in Kyiv region. Irpin increased its community development budget 40 times in five years.

  • SMALL AND MIDDLE-SIZED BUSINESSES 

    By the beginning of 2022, the number of business entities had increased to 13936. This is the highest figure in the city's history. 8 794 are individuals and 5142 are legal entities.

    ECOSOFT research and production association, LLC - PRODUCTS FOR WATER PURIFICATION


    After the russian invasion, total direct losses amounted to 96% of inventory (UAH 190 million) and 42% of fixed assets (UAH 70 million).Today, the company has been recovering: new production facilities have been purchased, production premises in Irpin and a warehouse in Vorzel have been leased.

    KROKHMALEPRODUCTY UKRAINY, LLC - PROCESSING OF AGRICULTURAL RAW MATERIALS


    One of the largest producers of malt extracts and potato starch in Ukraine, with a fleet of vehicles and specialised machinery, as well as a repair and maintenance facility. The company's production capacity is 20 tonnes of malt extracts per day and about 30 tonnes of starch per day.

    The local authorities' policy is aimed at supporting small and medium-sized businesses. The community has a single permit centre.
    Entrepreneurs who have registered their business in the Irpin community have the opportunity to lease land plots at preferential rates.
    The I-SMART Entrepreneurship Support Office provides assistance in writing grants; supporting and reporting to donor organisations; conducting seminars on existing business support programmes; and supporting individual entrepreneurial projects.
    The city is a member of the Start Business Challenge, a government information service that contains business cases with step-by-step instructions for starting a business.
    The Irpin Development Agency PU is actively involved in providing information support for the development of small and medium-sized enterprises.
