Energy Hub

The construction of an Energy Hub combining a solar power plant (SPP), small hydropower plant (SHP), wind power plant (WPP), and gas piston unit (GPU) will create an energy island, supply power to the community’s critical infrastructure, and generate a stable source of income from participation in the electricity market.

 Implementation of Strategic Projects

Social and Housing Complex “Chortkiv Unites”

GRANT №1 – €1.96 millionProgram: “EU Support for the Urgent Needs of IDP Accommodation in Ukraine”, funded by the EU and implemented by NEFCO.🏗 Funds were used for thermal modernization of the building, replacement of the roof, windows, doors, and heating system, installation of an individual heat point (IHP) and solid fuel boilers. Interior renovations were completed, smart apartments were furnished with furniture, appliances, and plumbing. A children’s area and playground were created, the cafeteria was restored (new jobs!), and a shelter was built, also used by students of Gymnasium No. 3 named after R. Ilyashenko.
GRANT №2 – USD 47,000Program: “Mayors for Economic Growth” (M4EG) – a joint initiative of the EU and UNDP.💇🏻‍♀️ A Social Service Center was opened with four workplaces for displaced persons. They work in a hair salon, atelier, and shoe repair workshop, providing services at social prices. All live and work in the “Chortkiv Unites” complex.
GRANT №3 – USD 100,000UNHCR Ukraine – UN Refugee Agency and the Rokada Charitable Foundation.☀️ A solar power station with 116 panels (50 kW) and batteries (120 kWh) was installed, enabling the building to be powered during outages.

Major Renovation with Energy Efficiency Measures at Chortkiv Secondary School I–III No. 7

Project Financing:

Grant from the Norway–Ukraine Energy Efficiency Initiative (NUEE) – €150,000 (₴4.95 million)

Loan from NEFCO – ₴16.5 million for 5 years at 3% per annum

₴2.5 million – co-financing from the community budget

Project Goal:
To create comfortable conditions for students, reduce energy costs, modernize, and extend the building’s service life.

Key Works:
✅ Insulation of the façade and attic, replacement of all windows and doors
✅ Construction of sidewalks, ramps, covering over the 4-story section, conference hall, and vestibule
✅ Modernization of the heating system, pipe insulation, installation of an individual heat point (IHP)
✅ Installation of ventilation equipment
✅ Renovation of porches and stairs in the inner courtyard
✅ Installation of a solar power station and heat pump for hot water supply
✅ New outdoor lighting system and lightning protection

Solar Power Plant at Water Supply and Sewerage Facilities in Chortkiv

Financing:

Grant from E5P – €460,000

Co-financing from the community budget – UAH 1.6 million

Project Description:
The project involves the installation of three ground-mounted grid-connected solar power plants at three water utility facilities:
✔ Wastewater treatment plant – 120 kW
✔ Vavrinovo Pumping Station – 100 kW
✔ Stara Pumping Station – 120 kW

Results:
📈 In the first three months of operation (June–August), the stations generated 197,632 kWh, equivalent to savings of 2 million UAH! The electricity replacement rate reached about 38% during the summer period (annual rate is expected to be approximately 25%), with an estimated annual generation of up to 470,000 kWh.

Additional Features:

“Solar Chortkiv” Project

This is the first large-scale and systematic project in Ukraine aimed at transitioning the municipal sector to renewable energy sources.
☀️ As of today, Chortkiv operates 12 solar power plants with a total capacity of 521.4 kW, saving the city budget approximately UAH 5.3 million per year. The project already has more than 15 partners, including Citibank, The World Bank, Greenpeace, Yellowblueforce, cadpeople, GIZ, Helion, Huawei, and others.

Chortkiv Cultural and Integration Center

Financing:
Rokada Charitable Foundation and UNHCR provided USD 100,000 for renovation and furniture purchase
An additional ~UAH 1 million was allocated from the community budget
Project Goal:To create a modern cultural and integration center in Chortkiv to foster community life, support youth creative, educational, and social initiatives, and integrate internally displaced persons (IDPs) into the community through joint events and volunteer projects.
Implementation:The former library, which had been inactive for a long time, was fully renovated and transformed into a modern multifunctional space that includes:
● Recording studio – for developing musical talents● Workshop and training hall – a space for learning and communication● Updated library area – for reading and author meet-and-greets● Computer zone – for study, work, and leisure● Kitchen – for informal gatherings and social interaction

Library ArtGarage: A Friendly Space Accessible to Everyone

The project was implemented by the Chortkiv Public Library in collaboration with the NGO Bukovinian Regional Development Agency and the Chortkiv City Council, with support from CEDOS and UMAEF (formerly WNISEF).

ArtGarage is a library co-creation hub designed to unite local initiatives and communities. Previously, residents lacked a place for meetings and creative activities; now they have a modern space for socializing, learning, and leisure.

A modular building of 42 m² was constructed on the site of the old garage, suitable for year-round use. The space is inclusive, equipped with an accessible restroom, and embodies the “third place” concept in the community.

In its first year, ArtGarage hosted 143 events attended by over 3,400 people of all ages. The space brings together more than 10 active communities and has become a key center of Chortkiv’s social and cultural life.
