Construction of a 1 MW wind power plant (WPP)

Construction will be carried out within the boundaries of the existing water intake site, with the exact locations of existing utility networks specified.
The electricity generation of the wind power plant will account for 51.8% of the total electricity demand of the Water Supply Department.

The sports and rehabilitation complex with a swimming pool of the Municipal Sports Club “Dnipro” will provide opportunities for: comprehensive rehabilitation for veterans and their families; the development of adaptive sports for people with disabilities; and engaging children from the region in aquatic sports.

Construction of a 1 MW Solar Power Plant (SPP) at the Dnipro Water Treatment Plant

A new photovoltaic power plant with a capacity of 1 MW is planned for construction to generate electricity through direct conversion of solar radiation.
The project includes the installation of solar panels with a total area of 5,360 m².

Acquisition of a 1 MW Modular Solar Power Plant (SPP) at the “Vilshanka” Backup Water Intake

The SPP will be installed at the Vilshanka water intake through a supervised assembly of a 1 MW modular solar power plant. The equipment is manufactured according to the technical specifications and delivered as a complete system, eliminating the need for additional permits and procedures.

Electricity generation from the SPP will account for 20% of the total electricity demand of the Vilshanka backup water intake.

Major Renovation of a Building for Housing Internally Displaced Persons (IDPs)

The project involves renovating a building to accommodate IDPs. Upon completion, 30 residential units will be created, each including an entryway, hallway, room, kitchen, and combined bathroom, designed to house approximately 130 people simultaneously.

INVESTMENT ATTRACTIVENESS

  • Logistic Potential

    Cherkasy — a regional center in central Ukraine and an important transport hub with prospects for developing a logistics hub. The city is served by highways, a railway, and river transport; five bus stations are operational. A class “B” airport is currently under reconstruction.

    The city has over 200 large industrial enterprises and around 4,000 small businesses. Key industries include chemical, machine-building, food processing, and light industry.

Implementation of Strategic Projects

Major Renovation of Buildings

Partners / Participants / Donors: European Investment Bank, Budget of the Cherkasy City Territorial Community

Goal:
To provide housing for internally displaced persons who have lost their homes.

Implementation:
Renovation of two kindergarten buildings (1,864 m², built in 1964) under the EIB program and community funds. Total cost – UAH 80.6 million. Expected completion – October 2025.

Works:
Major repairs of premises, roofing, insulation, new utilities, and landscaping.

Result:
88% completion. 47 rooms created for approximately 140 people, including bathrooms, showers, kitchens, and laundry facilities. The buildings are energy-efficient and accessible for people with reduced mobility.

Creation of a Crisis Center for Victims of Domestic and/or Gender-Based Violence

Partners / Participants / Donors: Ministry of Social Policy of Ukraine, Cherkasy City Council, United Nations Population Fund (UNFPA) in Ukraine, Government of Canada, Public Organization “Association of Experts on Prevention and Counteraction to Gender-Based Violence”

Goal:
To create a safe space and provide social services to victims of domestic violence.

Implementation:
Within the project “Cities and Communities Free from Domestic Violence”, a temporary shelter for 28 people and a day center with a “crisis room” for 7 people have been opened.

Partnership:
City authorities contributed UAH 21.4 million for renovations; UNFPA provided UAH 1.6 million for equipment and inventory.

Result:
Facilities include kitchens, bathrooms, showers, laundry, a children’s room, and a group activity room.

Improving Civil Protection in Municipal Partnership with Ukraine

Partners / Participants / Donors: City of Bielefeld (Germany), Steinfurt District (Germany), Federal Ministry for Economic Cooperation and Development of Germany, German Society for International Cooperation (GIZ), Cherkasy City Council, Department of Education and Humanitarian Policy, Budget of the Cherkasy City Territorial Community

Goal:
To improve civil protection and the quality of educational services.

Implementation:
The Cherkasy City Council received support packages from the German Society for International Cooperation (GIZ), including equipment for school canteens, classroom furniture, tablets for learning, and other educational equipment.

Barnahus Center: A space for working with children who have been victims or witnesses of violence or criminal offenses

Partners / Participants / Donors: International Charitable Foundation “Ukrainian Public Health Foundation” and UNICEF Ukraine

Goal:
To establish the Barnahus Center for conducting procedural actions in a child-friendly environment, minimizing trauma, and providing comprehensive support to children who are victims or witnesses of crimes.

Implementation: With UNICEF’s support, 4 specialized rooms were equipped for interviewing children and for the work of the interdisciplinary team.

Results:
Since opening, 59 procedural actions have been conducted involving 46 children from across the Cherkasy region.

Summer Clubs – “We Are Home – in Ukraine” 2022–2024

Initiative: Summer Clubs – “We Are Home – in Ukraine” within the framework of the Swiss-Ukrainian DECIDE project

Partners:
NGO “Development of Civic Competencies in Ukraine” with support from the Embassy of Switzerland

Goal:
To organize summer clubs promoting democratic education for primary school children, including internally displaced children

Results:
Five educational institutions in Cherkasy received equipment worth UAH 500,000; over 2,000 children, including more than 1,000 internally displaced children, participated, enjoyed recreation, and acquired new skills

Technical Upgrade of the Automated Process Control System (APCS) Using SCADA and Installation of Automated Energy Consumption Accounting (ASCOE)

Partners: UAB “ELSIS TS”, International Bank for Reconstruction and Development (IBRD)

Goal:
Efficient dispatch control of pumps, water pressure monitoring, reduction of losses and costs; 269,000 residents of Cherkasy will receive high-quality water supply services.

Works Performed:
A laboratory for water quality control was equipped; dispatch cabinets and sensors were installed at pumping stations and sewage pumping stations (KNS); the main sewage pumping station (GKSN) was additionally equipped for data integration.

Dispatch Center:
A server room was created and 7 new automated workstations (AWPs) were installed.

Construction of Wastewater Treatment Facilities for the Backwash Water of the Dnipro Water Treatment Plant

Partners: SC CORAL SRL, SU609 “SPECBUD”, International Bank for Reconstruction and Development (IBRD)

Goal:
To treat backwash water in a closed cycle, disinfect with sodium hypochlorite, prevent discharge into the Dnipro River, and reduce environmental risks; 269,000 residents of Cherkasy will receive safe water.

Works Performed:
A water treatment workshop (18×36 m) and an equalization tank (4,500 m³) were constructed; pipelines and partial technological equipment were installed.
