The goal is to create Ukraine's first resilient, comfortable, and innovative district for internally displaced persons (IDPs), which will become a symbol of revival and hope for the people of Bakhmut, while harmoniously fitting into the landscape of Baryshivka.

PRIORITIES of international cooperation

The city of Bakhmut actively cooperates with international donors to attract international technical, humanitarian and direct assistance in various fields. As of 01.08.2024, there are 9 international cooperation documents in force on the territory of Bakhmut city, which are aimed at improving the material and technical base of healthcare, education, social protection, support for internally displaced persons and vulnerable groups of the population, implementation of energy efficiency measures, and provision of humanitarian assistance.

● The community is located 55 km from Kramatorsk and 89 km from Donetsk.● Bakhmut is 3 km from the international motorway M03 Kyiv - Kharkiv - Dovzhanskyi, which coincides with the long European transport corridor E-40.

Natural resources 

Bakhmut was one of the most environmentally friendly cities in Donetsk region. The absence of harmful air pollutants from industrial enterprises had a positive impact on the ecosystem of land, air and soil.

    The territory of the community is rich in gypsum, sandstone, chalk, brick and tile raw materials, quartz sands, refractory, ceramic, refractory clay, gypsum stone, which are used for the production of building materials, and most importantly, a large number of agricultural soil groups - fertile black soil.

INVESTMENT ATTRACTIVENESS

With the full-scale invasion of Ukraine by the aggressor country, the Bakhmut city territorial community suffered large-scale destruction that cannot be restored, but only rebuilt from scratch.

Currently, the community is a territory that needs demining and construction. The investment attractiveness of the Bakhmut community is the ‘today's opportunity’ to build a modern community based on the best international practices, attract diversified businesses, actually return the population and increase its number through post-war recovery, and, as a result, have a future sustainable development of a comfortable community.

Bakhmut community took 7th place among 300 best small and medium-sized communities of Ukraine in the all-Ukrainian ranking of institutional capacity and sustainable development of small and medium-sized communities of Ukraine (2021), conducted by the Regional Centre for Economic Research and Business Support

Bakhmut was ranked 5th among 45 Ukrainian cities in terms of the quality of the business environment in the ranking ‘Ukrainian Cities Competitiveness Index (UCI) 2021’ by the USAID Competitive Economy of Ukraine study in cooperation with Info Sapiens and the Institute for Economic Research and Policy Consulting

1st place in the ranking of the best 20 communities of Donetsk region among 44 communities of Donetsk region, conducted by the Regional Centre for Economic Research and Business Support

According to the results of the national programme «Person of the Year» the Mayor of Bakhmut received the highest level of national recognition as the Mayor of the Year. At the same time, the mayor was included in the National Register of Records of Ukraine as the record-breaking mayor who has held his position for the longest time (over 30 years)

IMPLEMENTATION OF STRATEGIC PROJECTS

The city of Bakhmut actively cooperates with international donors to attract international technical, humanitarian and direct assistance. Since 24 February 2022 and active hostilities on the territory of the Bakhmut city territorial community, the main focus of cooperation with international organisations has been to provide the community with humanitarian assistance. During 2022-2023, the city authorities opened 9 support centres for Bakhmut residents in Ukrainian cities:

EMERGENCY LOAN PROGRAMME FOR THE RECOVERY OF UKRAINE (EIB)

In 2021, 3 projects were completed - reconstruction of the building of school No. 12, reconstruction of dormitories - in 2022, it was planned to implement 2 projects: reconstruction of the building of school No. 11 and reconstruction of a dormitory

INTERNATIONAL COMMITTEE OF THE RED CROSS IN UKRAINE

In 2022, it was planned to complete the project «New construction of the Emergency Department (ED) for the Multidisciplinary Intensive Care Hospital of Bakhmut»

UNITED NATIONS CHILDREN'S FUND (UNICEF) OFFICE IN UKRAINE

A project was implemented to overhaul the premises of the City of Kind Hearts- Innovative Family and Youth Support Centre of the Bakhmut City Centre of Social Services for Family, Children and Youth - the 1st floor (180 m2) was overhauled, the premises were equipped with appliances and furniture to launch new, high-quality integrated services in the community for families with children, IDPs and families/individuals in difficult life circumstances, topographic and geodetic survey of the area was carried out, an inclusive playground was arranged, and equipment was received.

UNITED NATIONS RECOVERY AND PEACEBUILDING PROGRAMME

● Synergy of Civil Society and Local Authorities for Sustainable Development of the Bakhmut Community - special office equipment was purchased and installed to organise online broadcasts of executive committee meetings and other events held in the administrative building of the city council via the official website

● Formation of a culture of responsible solid waste management in the Bakhmut community - 800 eco-bags were purchased, 170 trees were planted and a green sanitary protection strip was planted along the solid waste landfill, and the «Consume Consciously!» campaign was held.

● Reconstruction of a non-residential building to create a shelter for victims of domestic and/or gender-based violence - in March 2022, the institution was scheduled to open, which was to become a temporary home for ten adults and four children at the same time.

● The design, zoning and visualisation of the premises of the new ASC were developed;

UNITED NATIONS RECOVERY AND PEACEBUILDING PROGRAMME

● Introduction of training in the profession of «Emergency Medical Technician» - office equipment, an operating system, software were purchased for the Bakhmut Medical Professional College, and a room for practical training was equipped with medical training equipment, namely for training ambulance drivers in the profession of «Emergency Medical Technician» and conducting trainings for residents of the Bakhmut community on providing emergency medical care.

UNITED NATIONS RECOVERY AND PEACEBUILDING PROGRAMME

●  Overhaul of the internal premises of the State Educational Institution «Bakhmut Centre for Vocational Education» - current repairs of the internal premises (workshops) of the institution were carried out, a training cafe was created, new equipment was provided in the direction of «Cook. Confectioner», as well as new professions «Bartender. Waiter».

●  A digitalisation consultation centre for community residents was set up at the Educational and Research Institute of the Ukrainian Engineering and Pedagogical Academy.

USAID PROJECT - ECONOMIC SUPPORT TO EASTERN UKRAINE

The project «Overhaul of the interior of the 1st floor of the Bakhmut City Centre for Technical Creativity of Children and Youth» was launched: technical conditions for connection to external networks were prepared, and work was carried out to relocate the drop well.

GERMAN SOCIETY FOR INTERNATIONAL COOPERATION (GIZ)

With help of the German Society for International Cooperation (GIZ), the working premises and medical wards on the first floor of the therapeutic department of the Multidisciplinary Intensive Care Hospital in Bakhmut were renovated.

UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES PROJECT

The premises were renovated:
- the premises of the Cheremkhy microdistrict self-organisation body in Bakhmut;
- a sensory room in the Opytne secondary school, and a laptop, projector, dry pool, furniture, and games were purchased.
The PEOPLE IN NEED branch received submersible pumps, water tanks and a pumping station for the Klinovskiy starosta district.
