The European strategy for Ukraine’s reconstruction is built upon four concrete pillars

Friedrich Merz outlined the framework of actions, highlighting key facts for the energy and infrastructure sectors during his speech:

🛡 Security and Infrastructure Protection

Reconstruction is only possible under the condition of long-term security. The immediate priority is the continuous, regular supply of modern air defense systems to directly protect cities and critical infrastructure. A separate track focuses on deploying joint defense enterprises (specifically Ukrainian-German partnerships) to produce innovative technologies.

💶 Investment and Risk-Sharing

Public funds alone are insufficient to cover the massive scale of destruction; the system must be scaled by private business. Germany, Poland, Italy, and France are launching a European reconstruction fund, where public capital will absorb the initial risks. A newly formed package of €2.2 billion (€2,205 million) will serve as a risk-sharing mechanism. This is the foundational tool required for private investors to enter Ukraine's energy, infrastructure, logistics, and industrial sectors.

⚖️ Reforms and Institutions

Major capital requires the confidence that only strong institutions can provide. The injection of investments remains strictly tied to the EU accession process, specifically the continuation of anti-corruption reforms and the tangible enforcement of the rule of law. This forms the bedrock of trust for international partners.

Reconstruction is about more than just hardware; it is about investing in people. The "Skills Alliance for Ukraine" platform has been launched, already mobilizing €1.2 billion. These funds are specifically earmarked for vocational and technical training for specialists who will physically build and maintain the new economy and energy sector.

Європейська стратегія відбудови України базується на чотирьох конкретних напрямках. Фрідріх Мерц (Friedrich Merz) окреслив алгоритм дій, головні факти з виступу для енергетичного та інфраструктурного секторів:

Відбудова можлива виключно за умови довгострокової безпеки. Пріоритет — постійне постачання сучасних систем ППО для прямого прикриття міст і критичної інфраструктури, яке відбувається на регулярній основі вже зараз. Окремий трек: розгортання спільних (зокрема українсько-німецьких) оборонних підприємств для виробництва інноваційних технологій.

💶 Інвестиції та розподіл ризиків

Виключно державних коштів для покриття масивних руйнувань недостатньо, систему має масштабувати приватний бізнес. Німеччина, Польща, Італія та Франція запускають європейський фонд відбудови, а державний капітал візьме на себе первинні ризики. Сформований пакет обсягом 2,2 млрд євро (2205 млн євро) працюватиме як механізм розподілу ризиків. Це базовий інструмент, без якого приватні інвестори не зайдуть в українську енергетику, інфраструктуру, логістику та індустрію.

⚖️ Реформи та інституції

Великий капітал потребує впевненості, яку забезпечують лише сильні інституції. Вливання інвестицій залишається жорстко прив'язаним до процесу вступу в ЄС: продовження антикорупційних реформ та реального забезпечення верховенства права. Це фундамент для довіри міжнародних партнерів.

Відбудова — це не лише обладнання, а й інвестиції в людей. Запущено платформу «Альянс навичок для України», яка вже мобілізувала 1,2 млрд євро. Кошти цільово спрямовуються на професійно-технічну підготовку фахівців, які будуть фізично будувати та обслуговувати нову економіку та енергетику.
