“It was born a few years ago during a meeting between the communities of the Sumy region and other oblasts. When the head of one nearly destroyed community shared how they live here and now, the rest of the colleagues actually wept. That is how this initiative of internal mutual aid within the country was born.”

📌 On resilience plans (Build Up):

Ukraine presented a clear strategy for systemic transformation: protection of critical facilities, decentralization of heat and energy systems, and alternative power supplies for water pipelines and intakes.

“We are invulnerable to challenges, but vulnerable financially. We already have €1.5 billion for these plans, but we need another €3.5 billion, which we are asking from you. This is not a one-off aid package; it is about the systemic transformation of infrastructure.”

📌 Artificial Intelligence at the service of community life-support:

Ukraine has made a revolutionary transition from manual data collection to military-grade standards of situational awareness in the civilian sector.

“Right now, we operate an AI-powered IT system that instantly analyzes strike data. It predicts the system's reaction: exactly where and for how long heat or light will be unavailable, and what communities should do when there is no connection. From us, the world can gain a clear understanding of the future.”

☝ For the first time, the Rebuild Ukraine Intelligence Platform was presented – one of the world's first comprehensive reconstruction planning platforms based on artificial intelligence. The system aggregates over 40 databases, international methodologies, and EU directives, and is capable of generating regional development scenarios in a matter of hours – a task that previously required years of work by design institutes.

Україна презентувала чітку стратегію системної трансформації: захист критичних об'єктів, децентралізація тепла та енергетики, альтернативне живлення для водогонів.

«Ми невразливі до викликів, але вразливі фінансово. На ці плани вже є 1,5 млрд євро, але потрібно ще 3,5 млрд євро, які ми просимо у вас. Це не разова допомога, це про системну трансформацію інфраструктури».

📌 Штучний інтелект на службі життєзабезпечення громад:

Україна здійснила революційний перехід від ручного збору даних до військових стандартів ситуаційної обізнаності в цивільному секторі.

«Зараз у нас працює IT-система з ШІ, яка миттєво аналізує дані влучань. Вона прогнозує реакцію системи: де саме і як довго не буде тепла чи світла, і що робити громадам, коли немає зв’язку. Від нас світ може отримати чітке розуміння майбутнього».
