Energy Independence: EBRD and Partners Invest in the Construction of 189 MW Wind Farm

At the Ukraine Recovery Conference (URC-2026) in Gdańsk, the European Bank for Reconstruction and Development (EBRD) announced the signing of a loan agreement for up to 50 million euros.

The funds will be used to build a 189 MW wind farm in the Volyn region.

Key project details:

- Investors: Total financing of 191.3 million euros is being provided by an international consortium that includes, in addition to the EBRD, the IFC, the BSTDB, BI Ukraine Limited, and Swedfund.

- Purpose: The funds will be used to purchase wind turbines, construct the power plant, and develop related infrastructure.

- Support: The project is being implemented with financial assistance and guarantees from the European Union’s Ukraine Investment Framework Hi-Bar program.

The borrowers are Volyn West Wind-2 LLC and Volyn West Wind-3 LLC, both part of the OKKO Group. For the group, which operates one of the largest networks of gas stations in Ukraine, this project represents a strategic step toward business diversification and the transition to green energy.

This financing is a strong confirmation of international institutions’ readiness to support Ukraine’s critical energy infrastructure even under the challenging conditions of wartime.

Енергетична незалежність: ЄБРР та партнери інвестують у будівництво ВЕС потужністю 189 МВт 

У межах Конференції з питань відновлення України (URC-2026) у Ґданську Європейський банк реконструкції та розвитку (ЄБРР) оголосив про підписання кредитної угоди на суму до 50 млн євро.

Кошти будуть спрямовані на будівництво вітроелектростанції потужністю 189 МВт у Волинській області.

Ключові деталі проєкту:

- Інвестори: Загальний обсяг фінансування в розмірі 191,3 млн євро надає міжнародний консорціум, до якого, окрім ЄБРР, увійшли IFC, BSTDB, BI Ukraine Limited та Swedfund.

- Призначення: Кошти підуть на закупівлю вітрових турбін, спорудження електростанції та розвиток супутньої інфраструктури.

- Підтримка: Проєкт реалізується за фінансової допомоги та гарантій програми Європейського Союзу Ukraine Investment Framework Hi-Bar.

Позичальниками виступають компанії ТОВ «Волинь Вест Вінд-2» та ТОВ «Волинь Вест Вінд-3», що входять до складу OKKO Group. Для концерну, який керує однією з найбільших мереж АЗК в Україні, цей проєкт є стратегічним кроком у напрямку диверсифікації бізнесу та переходу до зеленої енергетики.

Це фінансування є вагомим підтвердженням готовності міжнародних інституцій підтримувати критичну енергетичну інфраструктуру України навіть у складних умовах воєнного часу.
