Alignment of Approaches: ‘Industrial Ramstein’ and the ‘Rebuilding in triangle’ Concept

The "Industrial Ramstein" mechanism, presented by Andrii Teliupa at URC-2026, conceptually scales to a new level the ‘Rebuilding

in triangle’ model — the foundational architecture established by the ReBuild Ukraine team back in 2022. This shared vision of recovery principles confirms that the logic chosen at that time has proven vital and is now being successfully implemented by the government at the macro level.

According to the mechanisms outlined by Andriy Telyupa, the system is built upon a clear, interactive framework:

- Foreign manufacturers: Providers of equipment and technological solutions (including zero-cost or grant-based contributions).

- Ukrainian enterprises: The ultimate recipients and initiators of projects requiring modernization, reconstruction, or the expansion of production capacities.

- International financial institutions: Sources of capital (grants, targeted loans, and financial instruments for the procurement of new equipment).

The core of the system: The National Infrastructure Development Institute (NIDI), which acts as the central project coordinator in the middle of this model.

Currently, the government is publicly calling on international partners to join in signing the relevant agreements. The plan is to scale this project up to EUR 100 million for the coming year.

The fact that the ideology of the international exhibition and conference ReBuild Ukraine and the strategic initiatives of the Ministry of Economy are based on an identical concept serves as a highly positive signal. It demonstrates that the state and the private sector speak the same language of pragmatic investment and are jointly shaping transparent rules of the game for Western capital.

Синхронізація підходів: «Індустріальний Рамштайн» та концепція «Трикутника відбудови»

Механізм «Індустріального Рамштайну», презентований Андрієм Телюпою (Andrii Teliupa) на URC 2026, концептуально масштабує на новий рівень модель «Трикутника відбудови» — базову архітектуру, яку команда ReBuild Ukraine заклала ще у 2022 році. Спільне бачення принципів відновлення підтверджує: обрана тоді логіка виявилася життєздатною і сьогодні успішно імплементується урядом на макрорівні.

Згідно з озвученими Андрієм Телюпою механізмами, система базується на чіткій взаємодії:

- Зарубіжні виробники: постачальники обладнання та технологічних рішень (у тому числі безоплатного або грантового).

- Українські підприємства: кінцеві реципієнти та ініціатори проєктів, які потребують модернізації, відбудови або розширення виробничих потужностей.

- Міжнародні фінансові установи: джерела капіталу (гранти, цільові позики та фінансові інструменти для закупівлі нового обладнання).

 Ядро системи: Національний інститут розвитку інфраструктури (НІРІ) У центрі цієї моделі знаходиться НІРІ, який виконує функцію координатора проєктів.

Наразі уряд публічно закликає міжнародних партнерів долучатися до підписання відповідних угод. Цей проєкт планують масштабувати до 100 млн євро на наступний рік.

Той факт, що ідеологія міжнародної виставки-конференції ReBuild Ukraine та стратегічні ініціативи Міністерства економіки базуються на ідентичній концепції, є позитивним сигналом. Це означає, що держава та приватний сектор говорять однією мовою прагматичних інвестицій та спільно формують прозорі правила гри для західного капіталу.
